AN ORDINANCE CREATING AND ESTABLISHING THE POSITION OF DIRECTOR OF PUBLIC WORKS THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION ASSEMBLED, DO ORDAIN AS FOLLOWS: Section 1. The position of Director of Public Works is hereby created and established. The Director of Public Works shall be appointed by the Mayor, which appointment shall be subject to confirmation by a majority vote of the City Council. The Director of Public Works shall serve at the pleasure of the Mayor, The person so appointed shall be a graduate engineer, licensed in the field of civil engineering, or an allied field of engineering and have at least five (5) years experience in dealing with municipal engineering problems. Section 2. The duties of the Director of Public Works shall be as follows: A. Supervise and review the design and development of plans, estimates and contract documents for public works projects. B. Prepare and administer annual and capital improvement budgets. C. Supervise enforcement of building, housing and other construction codes (except electrical). D. Administer construction contract in progress involving reports, approval of minor change orders, recommend progress payments, recommend final acceptance 'of projects. Eo Prepare specifications and make recommendations on city equipment. F. Monitor and supervise the operations of the street, water, storm and sanitary sewer, solid waste, engineering and building inspection division. G. Administer Shoreline Master program, National Flood Hazard Insurance program and Zoning Ordinance. C~)~( S~ I Okl H. Make recommendations and assist in the development of new ordinances or revision of existing ordinances that may affect Public Works. I. Act as technical advisor to the City Council, Mayo~ ~Lg~(~ and other departments on engineering proposals. J. Direct the research and compilation of reports required by the City Council, Mayor or other governmental agencies. K. Attend meetings of, and occasionally speak to governmental or civic groups as representative of the City under direction of the Mayor. Selction 3. The Director of Public Works shall be directly responsible to the Mayor for carrying out the duties herein described. Section 4. The compensation to be paid to the Director of Public Works shall be fixed by the City Council in the yearly budget. Section 5. This ordinance shall take effect upon its passage, approval and publication in the form and manner provided by law.
