HomeMy WebLinkAbout092716 FINAL Minutes PARKS, RECREATION & TREE ADVISORY BOARD MEETING MINUTES Date: September 27, 2016 Time: 4:30 pm Location: City Hall First Floor Conference Room Members Present: Lyndi Hutchison, Debbie Jahnke, Ed Robeau (Chair), Brenda McMillan, Paul Schutt Members Excused: Jim Todd Staff Present: Deputy City Clerk Joshua Stecker; Parks & Facilities Manager Alex Wisniewski Topic Motions/Recommendation/Action Approval of Minutes: August 23, 2016 Unanimous approval Election of Alternate Vice Chair. Paul Schutt was unanimously elected as Alternate Vice Chair. Alex Wisniewski reported on: • Management of the Port Townsend Swim Team is moving forward with Council • The pool has been approved to hire 2 Head Lifeguard positions • Budget request increases for Parks and Pool Maintenance • Budget request for a Volunteer Coordinator/Special Events Coordinator/Facilities Rental Coordinator position • Pool Visitation continues to increase over last year’s numbers • Maintenance projects at Chetzemoka, Kah Tai, Tyler Street Stairs, and Cappy’s Trails Debbie Jahnke provided the Board with information from City code suggesting that the City’s tree planting plan for Howard Street was not in apparent compliance with PTMC 19.06.120 and 19.06.130 regarding Tree Conservation Standards. The Board unanimously moved to recommend that staff comply with the Municipal Code standards for tree selection that apply to the City. Debbie Jahnke presented a draft list of acceptable street trees for the Board to review. Debbie Jahnke will add a descriptive column to the list and provide a list of trees recommended for removal from the current approved street tree list along with the reasons for their recommended removal. The Board will draft comments on the list and recommend additions and deletions. The Board unanimously recommended the the list be made available as a brochure to distribute to the public. Joshua Stecker reported that the Mayor will read the Arbor Day proclamation at the October 3 City Council Meeting. Ed Robeau will accept the proclamation as Chair of the Board. Lyndi Hutchison will prepare a press release and forward it to Alex Wisniewski for approval. Correspondence: Paul Schutt reported on correspondence from Renee and Jim Klein to Council and insisted that the City owed them a response. Robert Gray (citizen) assured him that the Mayor had been in communication with Topic Motions/Recommendation/Action them. Public Comment: Robert Gray wondered if the proposed Event Coordinator position could manage recreation programs like Little League and soccer.
