RESOLUTION NO. 17-001
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH FCS GROUP FOR A WATER
SEWER RATE STUDY AND EXCISE TAX REVIEW
WHEREAS, the City has an existing Water Sewer Rate Study that was adopted in 2013; and
WHEREAS, the City has made substantial capital investments in the Water Treatment Plant
and 5mg Reservoir since the last study and it is prudent to reevaluate the rate study based on projected
actual project costs; and
WHEREAS, the City has identified additional capital and major repair and maintenance
requirements for utility system infrastructure that need to be added to or updated in the current rate
model; and
WHEREAS, the City requires an analysis of the revenue requirement to fund current and
long term utility costs; and
WHEREAS, the City has an ongoing lease with the Port Townsend Paper Company for the
use of the Olympic Gravity Water System (OGWS) transmission main, which expires in 2020; and
WHEREAS, as part of its due diligence in determining the true costs of operating and
maintaining the OGWS, it is important to analyze actual costs and benefits to both the Mill and
the City's water system; and
WHEREAS, staff recommends entering into an agreement with FCS Groups to perform
this analysis;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is authorized to negotiate and execute a contract with FCS
Group for preparation of a Water Sewer Rate Study and Excise Tax Review in an amount not to
exceed $46,870 plus applicable sales tax.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 3rd day of January, 2017.
