RESOLUTION NO. 17-002
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, APPROVING THE COMPLETE STREETS WORK PLAN AND
AUTHORIZING THE CITY MANAGER TO ACCEPT A COMPLETE STREETS
GRANT IF AWARDED
WHEREAS, on September 19, 2016, the City Council ("Council") adopted Ordinance
3155, adopting a new chapter 12.40 ("Complete Streets Policy" of the Port Townsend Municipal
Code; and,
WHEREAS, in support of that policy and in order to meet a short grant submission
deadline from the Transportation Improvement Board ("TIB"), staff reviewed the 6 -year
Transportation Improvement Plan as well as particular sidewalks that might not qualify for
funding under the usual state grant programs, identified priority pedestrian projects (Exhibit A),
and further selected three of these projects to submit for the first round of complete streets
funding (Exhibit B); and,
WHEREAS, the TIB, by email dated December 5, 2016 informed the City that its
funding application had been nominated for funding; and,
WHEREAS, because of the short deadline, staff did not have time to present its proposed
work plan and now seeks ratification of the plan;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. The City Council approves the Prioritized Pedestrian Projects Map in substantially
the same form as at Exhibit A.
2. Council further ratifies and approves the TIB Complete Streets Work Plan dated
December 21, 2016 as shown at Exhibit B.
3. Council ratifies and confirms all previous acts consistent with this Resolution.
4. The City Manager is authorized to enter into grant agreements, to execute design and
construction contracts up to the funded amount, and to take other administrative
actions consistent with this Resolution.
