RESOLUTION NO. 16-050
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, ADOPTING A STATE LEGISLATIVE AGENDA
WHEREAS, the actions of the Washington State Legislature in respect to local government
issues, services, and funding have a profound effect on the City's ability to provide adequate local
services to its citizens; and,
WHEREAS, the Port Townsend City Council believes that it is appropriate to
communicate its position regarding issues affecting the City and local government that may come
before the State Legislature during the 2017 legislative session.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, as follows:
Section 1. The City Council adopts the 2017 Legislative Agenda as set forth at Exhibit A.
Section 2. The City Manager shall transmit a copy of this Resolution to the 24th Legislative
District representatives and to other regional government entities. Additionally, the City
Manager shall continue to work with the other regional government entities to advocate for
regional needs as well as City priorities.
ADOPTED by the City Council of Port Townsend, WA at a regular meeting thereof, held
this 5th day of December, 2016.

EXHIBIT A
CITY OF PORT TOWNSEND 2017 LEGISLATIVE AGENDA
Primary Issues:
1. Support the resolution of McCleary case without harming Cities.
a. Do not sweep City-shared funds to pay for McCleary.
b. Preserve or increase shared revenues from Liquor and Marijuana sales, sales
tax mitigation payments, and other shared revenue sources.
2. Fully fund Regional/Peninsula-wide transportation projects.
a. SR 19/SR 104 intersection safety improvements & SR 20 safety and mobility
improvements as set forth in the Peninsula Regional Transportation Planning
Organization's 2017-2022 Transportation Improvement Program.
b. Fund intersection and non-motorized improvements along Highway 20 from
Mill Road/City Limits to the Washington State Ferry Terminal as set forth in
the Peninsula Regional Transportation Planning Organization's 2017-2022
Transportation Improvement Program.
3. Maintain funding for the Municipal Research and Services Center (MRSC)to provide
vital support for local government performance.
Secondary Issues:
1. Support AWC's 2017 City Legislative Priorities, with specific emphasis on:
a. Provide additional resources for mental health and chemical dependency
services.
b. Public Records—Allow staff to recover staff time in compiling and redacting
public records; provide for greater protection of personally-identifiable
information, especially of public employees.
c. Provide stable and reliable infrastructure assistance.— Stop diverting funds
from the Public Works Assistance Account, Public Works Trust Fund,toxic
cleanup accounts, Centennial Clean Water fund, and federal revolving funds.
2. Higher Education Committee— Support a change that would allow more than one
college to serve the area.
