RESOLUTION NO. 16-051
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, SPONSORING THE FORT WORDEN LIFELONG LEARNING
CENTER PUBLIC DEVELOPMENT AUTHORITY REQUEST TO JOIN THE
ASSOCIATION OF WASHINGTON CITIES EMPLOYEE BENEFIT TRUST
RECITALS:
1. The City of Port Townsend ("City") is a member of the AWC Employee Benefit Trust.
2. The City created by Charter and Ordinance the Fort Worden Public Lifelong Learning
Center Public Development Authority ("FWPDA") and initially appointed its Board of
Directors in September 2011.
3. The City established the FWPDA to provide economic development services to help
fulfill the City's economic development strategy and implement the community's
Lifelong Learning Center vision.
4. The FWPDA provides traditional city services by managing, promoting, developing,
securing funding and enhancing Fort Worden including undertaking, assisting with, and
otherwise facilitating the implementation of a Lifelong Learning Center as envisioned in
the Fort Worden Long-range Plan (2008).
5. Enrollment of the FWPDA would strengthen the partnership between the City and the
FWPDA to carry out its economic development services by enhancing the FWPDA's
ability to recruit and retain qualified employees who desire better health benefits than the
FWPDA can currently provide.
6. The Fort Worden PDA would like to participate in the Association of Washington Cities
(AWC) Employee Benefit Trust benefits program as a quasi-municipal entity.
7. Association of Washington Cities (AWC) Employee Benefit Trust requires that a city
member of the Association of Washington Cities (AWC) Employee Benefit Trust
sponsor a non-city entity's request before the non-city entity can participate in the
Association of Washington Cities (AWC) Employee Benefit Trust benefit programs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, as follows:
1. The City of Port Townsend, with this Resolution, sponsors the Fort Worden Public
Development Authority's request for application to join the Association of Washington
Cities (AWC) Employee Benefit Trust as a non-city entity.

2. The City of Port Townsend requests that the FWPDA, located in Jefferson County, be
allowed membership into the Association of Washington(AWC) Employee Benefit
Trust.
ADOPTED by the City Council of Port Townsend, WA at a regular meeting thereof,
held this 5th day of December, 2016.
