DATE: 05 / 05 / 08DATE: 05 / 05 / 08 REVISIONS ZONE REV DESCRIPTION DATE APPROVED GENERAL CONDITIONS: 1. A preconstruction meeting shall be held with the City prior to the start of construction. 2. All workmanship and materials shall be in accordance with the City of Port Townsend Standards, the current edition of theStateofWashingtonStandardSpecificationsforRoad, Bridge and Municipal Construction, and any project- specific provisions or conditions, and requirements. 3. Temporary erosion control measures are required and shall comply with the stormwater code, Chapter 5 of City EDSStandardsandWSDOT /APWA Specification 1 -07.15 as follows: a) Erosion control plans shall be submitted to the City, approved by the City, and implemented by the contractorpriortodistrubinganysoilonthesite. Submittal and approval of these plans shall precede any construction activity on thesite. b) All permanent storage and retention /detention areas used as part of the temporary erosion control and waterpollution /flood activities and conveyance systems shall be cleaned of all silts, sand, and other materials following completion ofconstructionandthepermanentfacilitiesshallthenbecompletedincludingpermanentinfiltrationareas. 4. Horizontal and vertical controls /datum as adopted by the City shall be used, uless approved otherwise. 5. The contractor shall be fully responsible for the location and protection of all existing utilities. The contractor shall verifyallutilitylocatonspriortoconstructionbycallingUndergroundLocateat1- 800 - 424 -5555 a minimum of 48 hours prior to any excavation work. 6. All non - ferrous pipe and services shall be installed with continuous tracer tape installed 12" to 18" under the final ground surface. The marker tape shall be 4" wide minimum plastice non- biogradable, metal core or backing marked and color coded for the utility to be marked and which can be detected by a standard metal detector. Tape shall be Terra Tape "D" or approved equal. Inaddition to tracer tape, force mains and curved mains shall have a 14 gauge coated copper wire, wrappedaroundthepipe, brought up, coated stripped, and tied off at the valve stem or manhole ring. The tape and wire shall befurnishedandinstalledbythecontractor. 7. Temporary street patching may be allowed with the approval of the City Engineer. Temporary street patching shall be asdescribedinChapter6oftheEDS. 8. The contractor shall provided a traffic control plan(s) for review and approval by the City Engineer in accordance with theManualonUniformTrafficeContralDevices (MUTCD). 9. The contractor shall have a copy of the approved plans and permits at the construction site at all times. 10. Special structures shall be installed per plans and manufacturers' recommendations. 11. All distrurbed areas shall receive temporary and permanent erosion control in the form of vegetation establishment such as grass seeding. A means shall be established to protect the permanent storm drain system prior to establishment of the permanent erosion control measures. These methods shall be included in the erosion and sediment control plans in accordance with Chapter 5 of these Standards. 12. Construction work hours shall be restricted to 7 AM to 6 PM, Monday through Friday, unless otherwise approved in writing. 13. The City Public Works Inspector shall be notified a minimum of 24 hours in advance of the need for an inspection. GENERAL CONDITIONS - -- WATER 1. The City shall be given 72 hours notice prior to scheduling a shutdown of any portion of the water system. The existingvalvemustbepressuretestedtoCitystandardspriortoconnection. If an existing ` valve fails to pass the test, the contractor shall make the necessary provisionons to thest the new line prior to connection to the existing system or install anewvalve. 2. The existing valves shall only be operated by City employees during construction. 3. During the construction of mains and services, the contractor shall cap, plug, or secure the ends of such lines whenever the project is shut down at the end of the day so that contaminates will not enter the lines. 4. All linesl shall be chlorinated and tested in conformance with the standard specifications. Dechlorintation wll be done byCityforcesatcontractorexpense. 5. All water mains shall be staked for grades and alignment. GENERAL CONDITIONS - -- WASTE WATER (SEWER) 1. All work and materials shall conform to the City and WSDOT /APWA Standard Specifications. 2. The City shall be notified 72 hours prior to scheduling a diversion of flows in the wastewater system. 3. During construction of mains and services, the contractor shall cap, plug, or secure the ends of such lines whenever theprojectisshutdownattheendofdaysothatcontaminateswillnotenterthelines. 4. All lines shall be tested in conformance with the Standard Specifications. Prior to final acceptance of all installations, the City reserves the right to conduct an inspections of all main lines by the use of television equipment. 5. The City construction inspector shall be notified a minimum of 24 hours in advance of the time that a service connection to an existing main is needed so that City inspection may be scheduled for the work. The inspector shall be present at thetimeofthetap. 6. Prior to backfilling, all sewer lines and appurtenances shall be inspected and approved by the City's inspector. Approval shall not relieve the contractor for correction of any deficiencies and /opr failure as determi ied by subsequent testing andinspections. It shall be the contactor's responsibility to notify the City for the required inspections. 7. Approximate locations of existing facilities have been obtained from available records and are shown for convenience. Thecontactorshallberesponsibleforverificationoflocationsandtoavoiddamagetoanyadditonalutilitiesnotshown. If conflicts with existing utilities arise during construction, the contractor shall notify the public works inspector and any changesrequiredshallbeapprovedbythePublicWorksDirectorpriortocommencementofrelatedconstructionontheproject. 8. All sewer main extensions within the public right -of -way or in easements must be staked by survey for line and gradepriortostartingconstruction. GENERAL NOTES: 1.
