HomeMy WebLinkAbout091516 CITY OF PORT TOWNSEND MINUTES OF THE SPECIAL BUSINESS MEETING OF SEPTEMBER 15, 2016 CALL TO ORDER AND PLEDGE OF ALLEGIANCE The Port Townsend City Council met in special session on the 15th day of September 2016 in the Council Chambers at 540 Water Street. Mayor Deborah Stinson called the meeting to order at 6:34 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray, Catharine Robinson, Deborah Stinson, and Amy Howard with Michelle Sandoval excused. Staff members present were City Manager David Timmons, City Attorney Steve Gross, Public Works Director Ken Clow, Senior Planner Judy Surber, and City Clerk Joanna Sanders. PUBLIC HEARING Ordinance 3154, Relating to Comprehensive Planning; Adopting the 2016 GMA Periodic Update to the Comprehensive Plan; Amending the Comprehensive Plan; and Amending Titles 17 and 18 of the Port Townsend Municipal Code in Connection Therewith (Continued from September 6) Ms. Stinson reviewed that this is a continuation of the public hearing. She reminded that public testimony has been closed for the time being. Senior Planner Judy Surber reviewed new agenda packet materials (revised Ordinance 3154, Exhibit D (Amendments to PTMC 17.18), and Exhibit E (Amendments to PTMC 17.20). She distributed a memorandum on development regulation revisions to aid Council's discussion and then led Council through the Economic Development element. There was tentative approval of Economic Development element with the following changes: Throughout the document, search and replace "Chamber" with "Jefferson County Chamber of Commerce" Throughout document search and replace "Main Street" with "Port Townsend Main Street" Page 9-3, in the second paragraph beginning with "Local Government," after "Port of Port Townsend, add "and Jefferson County" Page 9-11, under Fort Worden Campus, delete from the first sentence "ee ge 1 11 11nt, Oit I." The sentence should begin with "Encourage the implementation....." Page 9-12, fix policy renumbering (10.2, 10.3, 10.4, etc.) City Council Special Business Meeting - September 15, 2016 Page 1 of 3 Page 9-15, in the third paragraph under Training/Education, edit the second sentence as follows: "This should be accomplished by obtaining additional funding for the Economic Development Council (EDC) or education partners to feestablish -the-Ma � --training facilities." Page 9-15, in the fourth paragraph, edit the first and second sentence to read as follows: "the second step requires working with partners Penipsulafty e-to develop a local engineering/manufacturing capability. To facilitate this, the City should work with higher education institutions ...." Under Implementation, edit#2 to read "Involve the Port Townsend School District in key discussions (e.g., a "manufacturer's roundtable," ew...." Page 9-17, edit the last sentence in the third paragraph under Marine Trades to read as follows: "Finally, The City...." Under Implementation, Item 8, after "Northwest School of Wooden Boatbuilding" add "and the Northwest Maritime Center" Following a review of the Glossary, there was tentative approval on revisions as follows: Page 11-1, add acronym to definition of Accessory Dwelling Unit (ADU). Pages 11-9, add Land Use Map Definition as follows: 'The official land use map for a comprehensive plan that designates the general location and extent of the uses of land for housing, commerce, industry, open space, public facilities, and other land uses as required by the Growth Management Act." Page 11-13, remove "overlay" from Planned Unit Development term. "a special ey zoning designation subject to...." Page 11-17, replace existing definition: Zoning Map: w e4and , The official zoning map provides the locations and boundaries of the zoning districts within the City. Ms. Surber reviewed the six (6) appendices removed and four (4) appendices added to the plan. Other than the following, there were no additional changes to the Cover page, Acknowledgements, Table of Contents and Introduction (Docket 1, 5, 6, 7, 8): Acknowledgements, add to the end of the introductory paragraph the following: "The 2016 City Council wishes to acknowledge Senior Planner Judy Surber who was the project manager." Under City Staff, add "David Timmons, City Manager." Table of Contents, correctly reflect all page numbers. Update Figures to reflect Figures X-3 and X-4 in the Glossary of Terms. Ms. Surber distributed a memorandum summarizing proposed Planning Commission revisions to the development regulations listed under Tabs 4 through 8 (PTMC Chapter 17.08 Definitions, 17.18 Mixed Use Zoning Districts, 17.20 Commercial Zoning Districts, 17.22 Marine-Related and Manufacturing Zoning Districts), and 17.24 Public, Park, and Open Space Zoning Regulations. At 8:03 p.m., Council recessed for the purposes of a break At 8:08 p.m., the meeting resumed. Councilmembers decided to continue discussion of the Port Townsend Municipal Code revisions (Tabs 4-8) at the next meeting. City Council Special Business Meeting - September 15, 2016 Page 2 of 3 Following Ms. Surber's review and Council's tentative agreement on Docket#53 Tab 10 (PTMC 18.12.140) and 11 (PTMC 18.16.150), there was discussion of options for the Comprehensive Plan packet related to final adoption. Motion: Amy Howard moved to approve continuing the Public Hearing to September 19, 2016, and to reopen public testimony only on Council's proposed changes to the Planning Commission Recommendation (i.e., the Errata Sheet). Pamela Adams seconded. Vote: motion carried unanimously, 6-0 by voice vote.
