HomeMy WebLinkAbout16-041 Quimper Village PUD Resolution 16-041 Page I of 2 RESOLUTION NO. 16-041 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,WASHINGTON, GRANTING FINAL BINDING SITE PLAN AND PLANNED UNIT DEVELOPMENT APPROVAL TO QUIMPER VILLAGE, APPLICATION LUP16-060 WHEREAS, Townsend Meadow Cooperative (TMC) has petitioned the City for final approval of the Quimper Village Planned Unit Development (PUD), a residential condominium co-housing development designed for seniors aged 55-years or older. The 6-acre site lies on the north side of F Street, west of its intersection with Redwood Street and approximately 575-feet east of San Juan Avenue; and WHEREAS,the original preliminary PUD and Binding Site Plan (BSP) request for Quimper Village was submitted on or about May 18, 2015 (LUP15-042). As presented and approved, the previously unplatted property is being divided into two (2) new lots via a Binding Site Plan(BSP). The smaller of the two lots will be developed with one of the engineered stormwater facilities designed for the project. The larger lot will contain all of the Quimper Village structures which include eight (8)townhouse style buildings with 3 to 4 dwelling units per townhouse. Other structures approved for Quimper Village include: a 2,960 square foot common house; three (3) garage structures designed for 18 vehicles with attached bays for accessory storage and internal community uses; a 3 vehicle carport; a combination group storage/shop building; and a garden shed; and WHEREAS,the Quimper Village PUD and BSP applications were granted preliminary approval, subject to certain conditions, by the City's Hearing Examiner on January 12, 2016; and WHEREAS,the Public Works Director has reviewed and approved construction plans for all required infrastructure. Installation of the required infrastructure and other improvements has begun but TMC wishes to post a financial security (e.g. bond) to ensure their completion. By bonding for the required improvements, final approval and recording of the project's PUD and BSP documents can occur. Cost estimates for completion of the required improvements have been submitted by TMC and accepted by the Public Works Director. The City-approved plans were used as the basis for establishing the bond amounts; and WHEREAS, the Development Services Director has found TMC's final PUD and BSP request to be in conformance with the Hearing Examiner's decision and compliant with all applicable environmental mitigation measures. TMC has demonstrated the capability of bonding for any outstanding physical requirements that remain unfulfilled. The request includes appropriate measures for recording to title a Planned Unit Development Agreement (PUDA) which must be signed by both the applicant and the City. Further, the final PUD and BSP approval for Quimper Village will be consistent Resolution 16-041 Page 2 of 2 with Chapters 17.32, 18.20 and 18.24 of the PTMC once any remaining corrections to the final BSP map are completed and satisfactory bond arrangements have been established; and WHEREAS,the City Council has reviewed the proposal and concurs with staff s recommendation. NOW, THEREFORE, BE IT RESOLVED,that the City Council hereby APPROVES the Quimper Village PUD and hereby directs staff to facilitate recording of the final BSP and all associated documents with the County Auditor once any remaining corrections are made to the final BSP map and satisfactory bond arrangements have been established. Furthermore, the City Manager is hereby authorized to sign the required PUD Agreement on behalf of the City once the final draft has been reviewed and approved by the City Attorney in consultation with the Directors of Public Works and Development Services.
