HomeMy WebLinkAbout060216 Paget of 2 NON-MOTORIZED TRANSPORTATION ADVISORY BOARD MEETING MINUTES Date: June 2, 2016 Time: 4:30 pm Location: City Hall 1 st Floor Conference Room Members Present: Jolly Wahlstron, Lys Burden, Pat Teal (arrived at 5:20), Richard Dandridge, Scott Walker, Mike Kaill, Mark Henthorn Members Excused: Hendrik Taatgen, Sally Chapin Staff Present: City Clerk Joanna Sanders, City Engineer David Peterson Topic Motions/Recommendation/Action Approval of Minutes: May 5, 2016 as amended to include after Eddy Street "(17th — Unanimous approval 20th Street)" 1. Council Liaison. Clerk noted Council would discuss Advisory Boards at their July 11 workshop. 2. Trail Projects: a. Eddy Street work party postponed. Mr. Wahlstrom reported reviewing the trail with Tyler Johnson and determining the trail r.o.w. may need to be surveyed before any trail work. Also may require a heavy equipment operator to move dirt. b. 16th Street from Hancock to Grant. Gravel is needed in the gully. Mr. Wahlstrom agreed to relay to Tyler Johnson how much gravel is needed for 6/18 work party. Mr. Henthorn to identify uphill spot for gravel pile with a tarp. 3. Trail, sidewalk and bike lane maintenance: Mr. Peterson reported Parks Dept. summer hires will do trail maintenance to the extent possible. He recommended the committee could provide a priority list or report individually on citizen concern form. Staff would work on as they have capacity. 4. Trail Map Progress: Mr. Walker said comments were given to David McCulloch map cartographer. Contract status is unknown. 5. Signposts in Cappy's: Discussion of how best to keep trails posted (Willamette, 39th and Hendricks particularly). Signs are posted high in trees, but still get removed. Mr. Peterson believes the City could provide posts and green trail markers out of gravel budget if the committee provides a copy of the map with areas needing signs. Members Walker, Wahlstrom and Kaill would meet and make recommendations. 6. Information holders/rack cards (cost, size, content): Members Burden and Henthorn would work up a proposal to give to City Manager to relay to Council. Page 2 of 2 Topic Motions/Recommendation/Action General Discussion: • Mr. Peterson reported Howard Street going to bid. Would need to work on by-pass trail routes. Staff would work on a Complete Streets ordinance with Transportation Improvement Board grant. • Mr. Wahlstrom received complaints about the sharp road edge on Cherry at S&T Streets making it unsafe for pedestrians to get off the road. Dave Peterson agreed to relay to Street Operations Manager as gravel might need to be added. • Ms. Burden relayed citizen report of invasive weed Herb Robert near Ivy Street. Clerk indicated completion of volunteer forms and coordination with City are needed for organized work parties. Hours are then reported to Labor and Industries. Public Comment: Debbie Jahnke reported that PRTAB Chair Ed Robeau has written to City Council urging the hiring of a volunteer coordinator. She encouraged NMTAB to lobby Council on the same and Mr. Walker asked clerk to ensure the matter gets added to the next agenda, including copy of PTRAB recommendation.
