MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF MAY 9, 2016
CALL TO ORDER
The Port Townsend City Council met in workshop session on May 9, 2016, in the
Council Chambers at 540 Water Street. Mayor Deborah Stinson called the meeting to
order at 6:30 p.m.
Councilmembers present at roll call were Pamela Adams, Robert Gray, Amy Howard,
David Faber, Michelle Sandoval, and Deborah Stinson with Catharine
Robinson excused.
Staff members present were City Manager David Timmons, City Attorney Steve
Gross, Chief of Police Michael Evans, Public Works Director Ken Clow, Senior
Planner John McDonagh and Deputy City Clerk Joshua Stecker.
DRAFT MARIJUANA-RELATED CODE AMENDMENTS
John McDonagh presented a draft ordinance that would enact changes to the City's
regulations concerning recreational and medical marijuana. He noted that the
proposed changes achieve the State's integration goals without substantially altering
the City's existing policies. Michelle Sandoval detailed the Community Development
and Land Use (CDLU) Committee's recommendation to approve the proposed
ordinance.
Councilmembers expressed interest in reviewing the impacts of reducing the currently
imposed 1,000 foot buffers around parks, schools and child care facilities. John
McDonagh noted that staff can prepare maps showing the minimum buffer zones
required by the State. The CDLU Committee may be tasked with reviewing potential
buffer modifications in the future.
EMERGENCY PREPAREDNESS BRIEFING
Deborah Stinson reported on her recent attendance at the Association of Washington
Cities Emergency Management Forum. She highlighted the role that Council plays in
an emergency by being available to issue a Declaration of Emergency, receive status
updates and make policy decisions to guide the incident response team and stressed
the importance of Councilmembers to keep a thorough log of their activity during an
incident response.
Program Manager Bob Hamlin of the Jefferson County Department of Emergency
Management presented an Integrated Incident Management Model and praised the
collaborative efforts of the response agencies in the area. He stressed the need for

Council to act as a public face and source of information for the community during an
incident. He detailed Council's responsibility to provide policy, vision and direction. On
June 9th, during the upcoming Cascadia Rising event, Council will be requested to
receive a simulated briefing at the fire station.
David Timmons reported on plans to prepare Mountain View Commons to function as
a recovery center after an incident. He will also be addressing homeowners on
emergency preparedness at the Library on May 12th. He also identified the need for
provisions to allow for declaring an emergency in instances when a quorum of Council
cannot be assembled.
