HomeMy WebLinkAbout040516 FINAL Minutes HISTORIC PRESERVATION COMMITTEE MEETING MINUTES Date: April 5, 2016 Time: 3:00 pm Location: City Hall, First Floor Conference Room Members Present: Charles Paul, Chair; Cate Comerford; Brent Davis; Marsha Moratti; Don Schussler; Richard Berg Members Excused: James Manier Staff Present: Senior Planner John McDonagh; Community Services Director Lance Bailey; Deputy City Clerk Joshua Stecker Topic Motions/Recommendation/Action Approval of Minutes: March 15, 2016 Unanimous approval Appearance of Fairness: Brent Davis recused himself from the discussion on HPC16-010. Staff had previously confirmed with the City Attorney that the four members present would constitute a quorum even though one member had to recuse himself from a single item. HPC15-028 Clapp Building: Jan Hopfenbeck presented the application to approve use of 4 interior steel moment frames, including one modified moment frame that will be visible through the front windows. George Randels gave public comment in support of the application. The Committee unanimously voted to recommend approval of the application as submitted with additional changes to be brought forward at a future meeting. HPC16-011 830 Franklin Street: Mike and Cara Loritz presented a special valuation request for a total of $159,000. After review of the application, John McDonagh suggested valuation at $147,518.04. The Committee unanimously voted to recommend approval of the request at a valuation of $147,518.04. HPC Work Plan Items: The Committee discussed potential work plan items to address at upcoming meetings. Charlie Paul and Don Schussler will work with John McDonagh to review the Phase II Historic Residential Inventory. George Randels gave public comment to recommend clarifying jurisdictional issues.
