RESOLUTION NO. 16-017
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON ADOPTING THE APRIL 2016 MOUNTAIN VIEW SPACE
ALLOCATION STUDY AND AUTHORIZING THE CITY MANAGER TO SIGN
THOSE DOCUMENTS NECESSARY TO IMPLEMENT THE STUDY CONCLUSIONS
WITHIN THE APPROVED BUDGET
WHEREAS, in June 2014 the City Council approved leasing the Mountain View
complex from the Port Townsend School District for a 15-year period; and
WHEREAS, in February 2015 residents of Port Townsend passed a$3.6 million bond to
make improvements to Mountain View Commons; and
WHEREAS, in 2015 the City received a Community Development Block Grant in the
amount of$415,150 for facility improvements to the Food Bank and Working Image areas; and
WHEREAS, following initial energy and HVAC improvements, classroom building roof
replacement, and other repairs, approximately $1.2 million of the 2015 bond remains resulting in
a total of$1,615,150 available for subsequent work; and
WHEREAS, in October 2015 the City contracted with Rolluda Architects to conduct a
Mountain View space allocation study which was completed in March 2016 and identifies new
locations for various tenants; and
WHEREAS, given the uncertainty of the YMCA new facility project, only minimal
improvements to the current YMCA facility will be made at this time; and
WHEREAS, since the overall needs at Mountain View still exceed the available funding,
the next step in the process is to identify and prioritize specific tasks and their associated details
to begin implementing the study; and
WHEREAS, it is more cost effective and more efficient in dealing with tenant
relocations to complete the work in a series of smaller contracts rather than a single large design
and construction project;
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Port
Townsend as follows: The Council hereby adopts the April 2016 Mountain View Space
Allocation Study as outlined in the attached Exhibit"A" and authorizes the City Manager to sign
those documents necessary to implement the Study conclusions within the approved budget.
