Home My WebLink About032116 CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL BUSINESS MEETING OF MARCH 21, 2016 CALL TO ORDER AND PLEDGE OF ALLEGIANCE The Port Townsend City Council met in regular session on March 21, 2016. Mayor Deborah Stinson called the meeting to order at 6:30 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Catharine Robinson, Michelle Sandoval, and Deborah Stinson with Robert Gray, and Amy Howard excused. Staff members present were City Manager David Timmons, City Attorney Steve Gross, Public Works Director Ken Clow, and City Clerk Joanna Sanders . CHANGES TO THE AGENDA There was one addition to the consent agenda. COMMENTS FROM THE PUBLIC Public comment Debbie Jahnke spoke about the National Service Day proclamation. She noted that an AmeriCorps group, the Puget Sound Corps, worked to improve City parks through a Tree City USA program. SPECIAL PRESENTATION — NATIONAL SERVICE DAY PROCLAMATION Accepting the proclamation were Carolyn Woods, AmeriCorps member, serving at the PT Marine Science Center and Rita Frangione of Vet Connect, an RSVP program. CONSENT AGENDA Approval of Bills, Claims and Warrants Vouchers 153486 through 153647, Vouchers 515 and Electronic Fund Transfers in the amount of$1,127,634.29. Approval of Minutes: March 7, 2016 City Council Business Meeting March 21, 2016 Page 1 of 4 Resolution 16-012 Authorizing the City Manager to Award a Professional Services Agreement with HDR Engineering Inc. for Rehabilitation Assessment and Alternatives Evaluation for the Big Quilcene River Diversion Motion: Catharine Robinson moved to approve the consent agenda as written. Pamela Adams seconded. Vote: motion carried unanimously, 5-0 by voice vote. UNFINISHED BUSINESS - NONE NEW BUSINESS Resolution 16-010 Regarding the Preservation, Maintenance, and Improvement of the John Wayne Pioneer Trail City Attorney Steve Gross reviewed the citizen request of support in preserving and maintaining a trail that extends across Eastern Washington. Funds were proposed for the 2016 budget and the matter was referred to the State Parks and Recreation Commission. The State Parks Commission has convened a series of work groups to address the future of the trail. Bob Heim spoke in support of the resolution. Motion: Michelle Sandoval moved to approve Resolution 16-010 Regarding the Preservation, Maintenance, and Improvement of the John Wayne Pioneer Trail. Pamela Adams seconded. Vote: motion carried unanimously, 5-0 by voice vote. Resolution 16-011 Expressing Support for Adequate Continued Funding of the Municipal Research and Services Center City Manager David Timmons and City Attorney Steve Gross reviewed the critical services MRSC provides large and small jurisdictions. Staff recommended that Council urge the state legislature to continue funding the Municipal Research Services Center (MRSC). Public Comment: Rick Jahnke spoke in support of the services of MRSC. Debbie Jahnke commented Port Townsend is often used by MRSC as model for documents. Several councilmembers shared their experiences in using MRSC as a valuable resource. David Faber seconded. Vote: motion carried unanimously, 5-0 by voice vote. PRESIDING OFFICER'S REPORT Mayor Stinson reported on the following: -Attendance at Peninsula Housing Authority Board Meeting -Attendance at a Joint Logistics Over The Shore (JLOTS) event at Indian Island - Attendance at a 4th and 8th grade "Plant for the Planet" Event CITY MANAGER'S REPORT City Manager David Timmons reported on the following: - FEMA disaster events and the need for the JLOTS training - General Government Union contract status - Reconfiguration and improvements planned for Historic City Hall and the Mayor's office - Staff is making progress on Administrative Assistant and Police Chief positions - Briefing was given on recent incident at the Port Townsend High School - Status of mental health service partnerships within the City - Howard Street project status of right of way certification - Mountain View conceptual plans - Water treatment plant and reservoir construction project status - Public Works Trust Fund dollars have now been swept - Ordinance coming forward to refinance 2008 bonds from the State Budget - Meetings with advisory boards on the committee structure and term limits - Working with Nissan on an EC fast charging station SUGGESTIONS FOR NEXT OR FUTURE AGENDA, REGULAR MEETING AND/OR STUDY SESSION Ms. Sandoval suggested tasking the Council Community Development and Land Use Committee with continuing work on vacation rentals, in addition taking up matters of the sign ordinance and parking. Mr. Gross noted that proposed code revisions on vacation rentals was scheduled to return to full Council. Following some discussion, there was Council interest in bringing the topics of transient accommodations and parking forward at the April Council workshop. Ms. Sandoval suggested new councilmembers attend AWC's Short Course on Planning. It was noted that the City has been working with the County on hosting an event.
