HomeMy WebLinkAbout031416 CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF MARCH 14, 2016 CALL TO ORDER The City Council of the City of Port Townsend met in workshop session the 14th day of March, 2016, in the Council Chambers at 540 Water Street. Mayor Deborah Stinson called the meeting to order at 6:30 p.m. Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray, Catharine Robinson, Michelle Sandoval and Deborah Stinson with Amy Howard excused. Staff members present were City Manager David Timmons, City Attorney Steve Gross, Public Works Director Ken Clow and Deputy City Clerk Joshua Stecker. PROPOSED CHANGES TO ANIMAL CONTROL CODE — CHAPTER 8.04 PTMC City Attorney Steve Gross introduced potential animal control code revisions that would consolidate code references and clarify infractions and fees. He pointed out at that references to noise issues would be removed to the noise section of the code and that passages that were covered under existing state law would also be removed. Council discussed the options for off leash areas, which might include City owned beaches but not the beaches owned by other agencies or individuals. Council identified the need for off leash areas besides the existing off leash area at Chetzemoka Park. City Manager David Timmons noted that there were few appropriate City owned options for a dog park or off leash area and suggested that agreements with other jurisdictions may need to be pursued to establish a new dog park. He recommended that any new dog parks be established by Council Resolution and not by City staff. Council agreed that it should be clarified that dogs would be allowed to be "at large" on private property at the property owner's discretion. It was also agreed that beaches should not be considered off leash areas unless specifically designated as such by the property owners.
