A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING A LAND EXCHANGE WITH THE DEPARTMENT
OF NATURAL RESOURCES EXCHANGING THE CITY'S INTEREST IN THE SNOW
CREEK PROPERTY FOR THE DNR'S INTEREST IN 80 ACRES NEXT TO THE CITY
RECITALS:
A. The City Manager and representatives of the Department of Natural Recourse have
negotiated a exchange agreement that would exchange the City's interest in the "Snow
Creek" property, located in the vicinity of the Snow Creek Road, Jefferson County
(assessor parcel number 802091000, approximately 160 acres) and 1.34 acres of easement
in the same vicinity, to Washington State Department of Natural Resources (DNR), in
exchange for approximately 81 acres of DNR property located in the vicinity of Jacob
Miller Road adjacent to the City limits (assessor parcel number 001092003).
B. Based on appraised land values including timber appraisal, the City property and timber is
worth $2,062,000 ($176,000 land and $1,886,000 timber, plus an easement area worth
$13,300) and the state land and timber is worth $1,431,400 ($978,3601and and $453,000
timber). The state would pay the City the difference of approximately $643,000
(rounded).
C. The City has not used Snow Creek for the water utility since the 1920s when the Quilcene
system was developed. Therefore, surplus of this asset by the utility is appropriate.
D. The City's comprehensive plan identifies the DNR parcel as potentially suitable for a
technical training school or college campus. Land use Policy 8.8 states:
Identify an area suitable area for a technical training school or college campus.
Explore the feasibility of trading or purchasing Department of Natural
Resources land suitable for a training school/college campus (i.e., the 80
acre DNR School Trust Land parcel lying immediately adjacent and to the
west of the City limits).
ii. Ensure that decisions regarding capital improvements (e.g., motorized and
nonmotorized transportation improvements) factor consideration of the
potential campus site.
E. The Council has discussed this matter several times in the past couple of years, including,
a workshop on May 21, 2007 in connection with the possible surplus of the Mountain
View site by the School District.
F. The City Manager recommends the exchange.

G. The City Council held a public hearing on August 18, 2008, with notice of the hearing
published in the City's official newspaper, the Port Townsend Jefferson County Leader,
on August 6, 2008, that the City intended to declare surplus and transfer ownership of the
City property of 160 acres plus easement in the vicinity of the Snow Creek in exchange
for approximately 81 acres of DNR property located in the vicinity of Jacob Miller Road
adjacent to the City limits, based on appraised values of land and timber. Interested
person were invited to submit oral or written comment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
The City Manager is authorized to execute an exchange agreement with the Departnent
of Natural Resources (DNR) that would transfer ownership of approximately 160 acres of City
utility property located in the vicinity of the Snow Creek Road, Jefferson County (assessor parcel
number 802091000), and 1.34 acres of easement in the same vicinity, to Washington State
Department of Natural Resources (DNR), in exchange for approximately 81 acres of DNR
property located in the vicinity of Jacob Miller Road adjacent to the City limits (assessor parcel
number 001092003), based on appraised values of land and timber.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this eighteenth day of August, 2008.
