RESOLUTION NO. 16-012
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON,AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH HDR ENGINEERING INC. TO
PROVIDE REHABILITATION ASSESSMENT AND ALTERNATIVES EVALUATION
FOR THE REPAIRS TO THE BIG QUILCENE RIVER DIVERSION
WHEREAS,a September 2012 engineering inspection of the Big Quilcene Dam Diversion
documented structural issues that need to be addressed; and
WHEREAS,failure of the Big Quilcene Dam Diversion would jeopardize the flow of water
to the City and the mill; and
WHEREAS,it is in the interest of the City and its customers to restore the dam diversion to
full operating capacity to prevent catastrophic failure; and
WHEREAS, it is prudent for the City to have further and more detailed assessment of site
conditions and have an analysis of the repair alternatives for the structure; and
WHEREAS,the City does not have staff with the expertise to perform such work; and
WHEREAS, HDR Engineering has performed significant engineering work on the City's
water system and has extensive knowledge of the City's system;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend to authorize the City Manager to execute a professional services agreement with HDR
Engineering,Inc.to provide a rehabilitation assessment,alternatives evaluation,and design services
for the repairs to the Big Quilcene River Diversion Structure.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting thereof,
held this 21 st day of March, 2016.
