RESOLUTION NO. 16-006
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON,RELATED TO THE CONSTRUCTION OF THE HOWARD STREET
EXTENSION I PROJECT; AUTHORIZING THE CITY MANAGER TO ADVERTISE
FOR BIDS,TO AWARD A CONSTRUCTION CONTRACT TO THE LOWEST
RESPONSIVE RESPONSIBLE BIDDER,AND TO SIGN ALL NECESSARY
DOCUMENTS AND CONTRACTS FOR THE PROJECT
WHEREAS,the City will be receiving funding from the Federal Highway
Administration (administered by the Washington State Department of Transportation), the
Transportation Improvement Board (TIB), and the Washington State Community Economic
Revitalization Board (CERB);
WHEREAS, additional funds are coming from the City's water, sewer, stormwater and
real estate excise tax funds;
WHEREAS,this project has been identified on the adopted Washington State
Transportation Improvement Plan 2016-2019 and budgeted within the 2016 City's Capital
Improvement Plan;
WHEREAS, Staff will evaluate the bids for compliance with the bid laws;
WHEREAS, based on the evaluation of the bids, staff may need the flexibility, within
the bounds of the bidding laws and the approved budget,to re-bid the contract in time to meet
the grant and construction windows;
WHEREAS,the City Council must approve any public works contract over the amount
of$65,000.00;
WHEREAS,the 2016 budget includes $4,820,000 for the construction phase of the
Howard Street Extension I project;
WHEREAS, if the construction bid amount exceeds the budgeted project amount, staff
will return to City Council with a proposal, for approval by the City Council, for the moving
forward with the project;
WHEREAS,the contract for this work is over that amount; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:

Authorize the City Manager to award a construction contract to the lowest
responsive responsible bidder within the project budget and to sign all necessary
documents and contracts for construction of the Howard Street Extension I Project.
ADOPTED by the City Council of the City of Port Townsend this 16th day of February,
2016.
