CITY COUNCIL
MINUTES OF THE WORKSHOP MEETING OF JUNE 9, 2008
CALL TO ORDER
The City Council of the City of Port Townsend met in workshop session the ninth
day of June 2008 at 6:30 p.m. in the Council Chambers of City Hatl, Mayor
Michelle Sandoval presiding.
ROLL CALL
Council members present at roll call were David King, Laurie Medlicott, George
Randels, Catharine Robinson, Michelle Sandoval, and Mark Welch. Brent Butler
was excused.
Staff members present were City Manager David Timmons, City Attorney John
Watts, Public Works Director Ken Clow, Planning Director Rick Sepler, City
Engineer Dave Peterson, and City Clerk Pam Kolacy.
TRANSPORTATION FUNCTIONAL PLAN
Public Works Director Ken Clow introduced Jon Pascal from the consulting firm
Transpo and consultant Larry Southwick. He stated that most of the modeling
has been completed for the City's Transportation Functional Plan and an
overview of the plan will be presented tonight for the Council's information and
comment. He stated that work on the plan has been derailed this year by the
ferry crisis and work on the Upper Sims project, but staff hopes to have a final
plan for presentation by the end of this year.
Council viewed a presentation on the update. A brief discussion ensued,
including the following topics:
Effect of ferry closures on the model;
Desire for presentation of commercial as well as residential density data;
Effect of adoption of the Fort Worden improvement plan (new entrance, event
traffic, other impacts);
Cook Avenue capacity;
Non-motorized improvement overlay;
Costs of road improvements and infrastructure in light of skyrocketing costs of
materials; funding sources;
Future information to include a graphic showing relationship of street use and
street infrastructure/maintenance needs.

Mr. Clow said staff would schedule another public open house to review the plan
prior to a final draft coming before the Council.
