Please note that the PEG Committee unanimously recommends to the Council that it approve an IN KIND contribution from the City of Port Townsend of the value of PTTV membership and technical fees for the Boiler Room until December 31, 2007. This IN KIND contribution from the City of Port Townsend will provide an opportunity for the Boiler Room and PTTV to work together to provide community service and a range of programming that would not otherwise be available to PTTV, or the community at large. It will also provide a few committed Boiler Room members with the opportunity to learn technical skills that will provide them with a living wage technical skill that will benefit the individuals involved, the Boiler Room, PTTV and our community. Due to a scheduling conflict I will not be able to attend the April 16 Council Meeting as part of the public comment period. However, I hope that this written submission will be sufficient to apprise Council of the action taken regarding the Boiler Room during the PEG Committee's March 29 Meeting. If you have any questions, Mark Welch will be available to answer them and I am also available at 379-9133, or 379-2885, or at kaiesq@g@cablespeed.com . During the April 3rd PTPG meeting the producers unanimously resolved ( with Steve Emery abstaining) per a motion made by JoAnn Bussa, the Vice President and Media Coordinator for the Jefferson County Historical Society, that: RESOLUTION IN SUPPORT OF THE EXPEDITIOUS HIRING OF AN INDEPENDENT PTTV STATION MANAGER The Port Townsend Producers' Guild recommends to the PEG Committee that it is in the best interest of PTTV, the producers, and the community PTTV serves, for the PEG Committee to act expeditiously to retain a station manager who is an independent consultant. Members present during the April 3rd meeting were: James Trekas, Peggy Berets, Jose Santana and Robles -Santana, Cliff Wood, James Fritz, Rebecca Rafuse, Steve Emery, JoAnn Bussa, Zane Henry, Karen Nelson, Gary Nelson, Catherine Kane, Nancy Alvarez, Jerry Scnell, Dennis Feten, Wonono Rubio, Carry Wallace and Del Craig. Dennis Feten, on behalf of the PTPG, presented the PTPG Resolution to the PEG Committee during its regularly scheduled meeting of April 10. The PEG Committee members discussed it, but no action was taken. The rationale to not move forward to hire a station manager at this time was summarized by Chairman Mark Welch. He stated that until the PEG Committee finishes the second session of its long-term planning and strategy retreat that it would be premature and ineffective to begin the process of hiring a station manager. John Watts also indicated that since the City Council had voted to place a moratorium on hiring a station manager during this interim period that Council would require the PEG Committee to have finished its long term planning before a Request for Proposal could be advertised. The second session of the PEG Committee Retreat will be held on • Wednesday, May 9 from 2:30 to 8:00 p.m. and the requirements and job description for the new station manager will be discussed at that time. In the interim, Mark Welch and Karen Nelson will continue to volunteer to co - supervise PTTV. Dennis Feten has also volunteered to assist. Julian Ray will be the volunteer technical supervisor and Steve Emery will be at the studio on Tuesdays and Wednesdays, from 10:00 a.m. to 1:00 p.m. and 2:00 p.m. and 5:00 p.m.. Steve will be available during those hours to assist producers with editing and in studio productions. The editing suites will also be open Mondays thru Fridays from 8:00 a.m. to 2:30 p.m. (note that they will be open Tuesdays and Wednesdays until 5:00 because Steve will be there). Steve will also be making sure that the producers' tapes and dvds are broadcast during their scheduled timeslots. • The purpose of this PTPG special meeting is for the producers to voice their opinions and suggestions regarding how they think PTTV should be stewarded into the future so that it will increase viewership and community participation while remaining an affordable and accessible community resource and forum. This time period is an especially critical one in that your feedback will be submitted to the PEG Committee by Dennis Feten before and during the PEG Committee's Retreat. Thanks for your continuing participation in the PTPG and contribution to our local public access station, PTTV. Minutes of Special PEG Committee Meeting of Thursday, March 29, 2007 Members Present: Mark Welch, John Watts, Tom Opstad, Dennis Feten, Gary Nelson, Karen Nelson Public attendees: Carl Nomura and JoAnn Bussa Station Manager Gary Lemons was also present. ACTION TAKEN: Mark Welch and Karen Nelson were unanimously appointed co -supervisors of PTTV pending the hiring of a station manager. Steve Emery was unanimously authorized by the PEG Committee to change and program tapes, schedule and . report to the Leader and the PDN and to fill in the gaps in whatever needs to be done at PTTV. Steve will also be available between 10:00 a.m.and 1:00 p.m. and 2:00 and 5:00 p.m. on Tuesdays (starting April 17) and Wednesdays to run the switcher for PTTV members. Karen will be the scheduling coordinator for live in studio programs and will have a key to the studio. Mark and/or Karen will return phone and email messages. Karen was unanimously authorized to generate a press release that stated the studio would be closed during the week of April 1-9 during the PTSD Spring Break. Thereafter, during the week of April 9-13, the editing suites will be open to PTTV members on Monday, Tuesday, Thursday and Friday from 8:00 a.m. - 2:30 p.m. and on Wednesday from 8:00 a.m.- 5:00 p.m. During subsequent weeks until a station manager is hired the PTTV hours will be Mondays from 8:00 a.m.-2:30, Tuesdays from 8:00 a.m. - 5:00, Wednesdays from 8:00 a.m. - 5:00, Thursdays and Fridays from 8:00 a.m. - 2:30 p.m.. The Boiler Room project was discussed and the PEG Committee unanimously resolved to recommend to Council during its April 16 meeting that the Boiler Room PTTV membership and training fees be an IN KIND donation from the City of Port Townsend for the purpose of contributing value to the Boiler Room organization. The internship program between the Peninsula Daily News, Peninsula College and PTTV was briefly discussed and further discussion was delayed until after Tom Opstad, Mark Welch and Karen Nelson attend the April 19 meeting with Deb Johnson, of Peninsula College, Jeff Chew and Paul Gottlieb, of the Peninsula Daily News and volunteer Paul Richmond, former member of the board of directors of SCAN TV (Seattle's Public Access Station). Karen Nelson mentioned that Ian McFall, the executive director of the Economic Development Council, wanted to start a PTTV series featuring interviews of SCORE mentor/executives that provides a step by step template for starting and growing a small business. This series would not only be broadcast on PTTV, but would also be . available at the Port Townsend Public Library and the Jefferson County Library as well as the EDC office. The "Sea Inside:Pacific Northwest" eight part series was discussed. Karen Nelson mentioned that the Marine 4/16/2007 r1 U Page 4 of 4 Science Center is willing to promote the series in conjunction with PTTV. Sponsorship was discussed. Karen Nelson mentioned that the owner of the Port Townsend Dive Shop indicated that he might be interested in sponsoring the producer, John Williams' membership. The board discussed the concept of having the Port Townsend School District or the City of Port Townsend sponsor educational programs that the PEG Committee deemed to be in the interest of the public to see. No action was taken, but further discussion regarding this matter will be held at a future meeting. 4/16/2007
