ORDINANCE 3141
AN ORDINANCE OF THE CITY OF PORT TOWNSEND RELATED TO A
WATER SUPPLY EMERGENCY; RESCINDING THE DECLARATION OF
EMERGENCY RELATED TO WATER SUPPLY AND AMENDING
ORDINANCES 3131,3132 AND 3134
RECITALS:
A. On July 20, 2015, the City Council of the City of Port Townsend enacted
Ordinance 3131. This Ordinance declared a water supply and fire hazard emergency.
B. At the July 20 meeting, Council directed staff to revise the Drought
Contingency Response Plan and to prepare a Fire Hazard Response Plan;
C. On August 3, 2015, Council adopted a revised Drought Contingency Plan and
a Fire Hazard Response Plan, and took other actions consistent with those plans.
D. On September 18, 2015, the State Department of Natural Resources lifted its
burn restrictions west of the Cascade Mountains.
E. Effective October 1, 2015, East Jefferson Fire Rescue lifted the burn ban for
Jefferson County.
F. On October 5, 2015, Council enacted Ordinance 3134, rescinding the
emergency declaration as to the Fire Hazard, but continuing the declaration of emergency
related to the water supply.
G. As of November 30, 2015 the basic parameters of water availability all
indicate that the water system has returned to more normal patterns - Lords Lake had 17'
4" of water and was rising, both the Big and Little Quilcene Rivers had sufficient flows
to make full withdrawals, and the forecast was for further rain—and that the Drought
Contingency Plan conservation measures previously enacted are not necessary at this
point.
NOW,THEREFORE,the City Council of the City of Port Townsend do ordain
as follows:
Section 1. Termination of Declaration of Emergency related to drought
conditions. Based on the facts stated in the Recitals, Council terminates the water
shortage emergency.
Section 2. The emergency measures ordered in Ordinance 3131 are terminated.
2.1. Sections 2 and 3 of Ordinance 3131 are repealed in their entirety.

2.2. Section 1 of Ordinance 3132 is repealed in its entirety. Section 2 adopting the
Drought Contingency Response Plan, shall remain in full force and effect.
2.3. Section 1 of Ordinance 3134 is repealed in its entirety.
Section 3. Severability. If any provision of this ordinance or its application to any
person or circumstance is held invalid, the remainder of the ordinance, or the application
of the provision to other persons or circumstances, is not affected.
Section 4. Effective Date. This ordinance shall take effect and be in force five
days after the date of its publication in the manner provided by law.
Adopted by the City Council of the City of Port Townsend, Washington, at a
regular meeting thereof, held this 7th day of DT
