RESOLUTION NO. 15-040
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON,AUTHORIZING THE CITY MANAGER TO AWARD AND EXECUTE
A CONTRACT WITH JEFFERSON AUDIO VIDEO SYSTEMS,INC., (JAVS)
FOR END OF LIFE REPLACEMENT OF AUDIO AND VIDEO PROCESSING
EQUIPMENT
WHEREAS,the audio and video processing equipment in the Council Chambers is at its
end of projected useful life. While it is functional, there may not be parts available for the
system; and
WHEREAS, State law and the City's own purchasing ordinance requires purchases of
materials and supplies over$15,000 a year to be competitively bid; however, RCW 35.23.352(9),
RCW 39.04.280, and PTMC 3.46.090 authorize sole source purchasing without calling for bids;
and
WHEREAS, staff has researched other total turnkey packages for audio and video
processing equipment and found none that have the features offered by JAVS; and
WHEREAS,the City and other municipal entities including Jefferson County have
declared JAVS a sole source provider, and staff has determined that because of this common
architecture, repair and maintenance costs will be lower and compatibility among the entities will
be enhanced; and
WHEREAS,the statute requires a resolution by Council declaring an exemption from
bidding under the sole source provision;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend:
1. Pursuant to State and City Law, the City Council waives competitive bidding
requirements and declares Jefferson Audio Video Systems, Inc., the sole source provider
of the audio and video processing system for City facilities.
2. The City Manager is authorized to negotiate and enter into an agreement with Jefferson
Audio Video Systems, Inc., in an amount not to exceed $25,298.00.
3. The City Manager is authorized to take administrative actions necessary to implement
this Resolution.

ADOPTED by the City Council of the City of Port Townsend at a special business
meeting thereof, held this 9th day of November 2015.
