RESOLUTION NO. 15-041
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A
CONTRACT FOR DEVELOPMENT SERVICES-RELATED SOFTWARE
WHEREAS,the City's planning and permitting system has reached the end of its useful
life, and is no longer supported by the manufacturer; and,
WHEREAS, RCW 39.04.270 and PTMC 3.46.070 allow the City to purchase software
using a competitive negotiation process as opposed to a strict formal bid process; and,
WHEREAS, Staff has evaluated alternative software solutions. Based on its evaluation,
staff has determined that staying with an updated version of the Paladin software package will
allow for quicker migration of existing data as well as a shorter training period for staff.
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend:
1. The City Manager is authorized to negotiate and enter into an agreement with Paladin
Data Systems Corporation in an amount not to exceed $69,000 for 2015-2019 (including
one-time costs and annual maintenance over four years), subject to budget appropriations.
2. The City Manager is authorized to take admisntrative actions necessary to implement this
Resolution.
ADOPTED by the City Council of the City of Port Townsend at a special business
meeting thereof,held this 9th day of November, 2015.
