HomeMy WebLinkAbout062315Parks, Recreation & Tree Advisory Board Minutes of the Regular Meeting of June 24, 2015 City Hall 1st Floor Conference Room Call to Order The meeting was called to order at 4:40 p.m. Board members present were Debbie Jahnke, Rosemary Sikes, Brenda McMillan and Ed Robeau, with Jim Todd and Jason Cecil excused. Staff present were Parks & Facilities Manager Alex Wisniewski and Deputy City Clerk Joshua Stecker. Approval of Agenda and Minutes The present agenda and minutes of the May 26, 2015, Regular Meeting were approved unanimously with typographical changes. Public Comment Rick Jahnke commented that Parkside Park could use a bench by the playground. Bob Gray commented that Parkside Park could use a water fountain and a trash can. Bob Gray commented that the Business Park needs replacement Public Trail signs. Bob Gray commented that if there is any further exploration of the Main Street 'Parklet' idea, proposals should come through the Board. Staff Report Alex Wisniewski handed out the most current list of approved street trees. Provenance is apparently from the former Tree Committee and current version is dated 2009. He also updated the Board on the maintenance and monitoring plans of the sites serviced by the DNR work crew. He also updated the Board on improvements to Parkside Park. 2016 Comprehensive Plan Alex Wisniewski told the Board they would have no role in the upcoming Town Meeting, but relayed an invitation from Judy Surber for the Board to prepare their own comments on the 2016 Comprehensive Plan revisions. Debbie Jahnke and Ed Robeau will prepare draft comments to bring to the Board. Significant Tree Brochure Alex Wisniewski relayed that staff supported the idea of a significant tree brochure but noted that the name would have to change due to the existing code definition of significant trees. Leash Law Update The Board authorized Ed Robeau to prepare a memo to the Council General Services & Special Projects Committee restating their recommendations that leashes be restricted to 8 feet fixed or 16 feet retractable non-electronic leashes controlled by a “competent person” and include a definition of a “competent person.” Debbie Jahnke will sign and deliver the memo. RTP Grant Proposal Debbie Jahnke will travel to Olympia in support of the RTP grant proposal on June 24th and speak on behalf of the Board with the Board's approval. Bishop Park SR 20 Underpass Debbie Jahnke reported that she talked to the mayor during office hours about a pedestrian underpass under SR 20 at Bishop Park and subsequently provided requested documentation that an underpass is referenced in both Non-motorized and Parks functional plans and that funding exists for such underpasses in MAP-21 FHWA. Bicycles on Sidewalks Ordinance Debbie Jahnke updated the Board on the recently passed Ordinance restricting bicycles on certain City sidewalks and informed the Board that the Ordinance was apparently redundant to previously adopted WACs which prohibit bicycles on sidewalks in all business districts. 2016 Work Plan The Board identified establishing a dog park, exploring the Bishop Park underpass, and the Kah Tai Wetland enhancement project as items for their 2016 work plan. All three are included in the Capital Improvements Table in the 2014 Parks, Recreation and Open Space Functional Plan approved by Council. Next Meeting The next regularly scheduled meeting will be on July 28, 2015. Adjourn The meeting adjourned at 5:40 p.m.
