RESOLUTION NO. 15-025
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON TO AUTHORIZE THE CITY MANAGER TO AWARD AND
EXECUTE A CONTRACT WITH THE LOWEST RESPONSIVE, RESPONSIBLE
BIDDER FOR THE PORT TOWNSEND WATER TREATMENT FACILITY SITE
WORK AND OFFSITE UTILITIES INSTALLATION
WHEREAS, The Washington State Department of Health (DOH) notified the City of
Port Townsend that following the annual watershed inspection that the City's water system did
not currently meet the criteria to remain unfiltered due to the lack of adequate watershed control;
and
WHEREAS,the City Council voted to adopt filtration as the method to address water
system treatment requirements for Surface Water Treatment Rule and Long Term 2 Enhanced
Surface Water Treatment Rule compliance; and
WHEREAS, the construction of a new Water Treatment Facility is required to
accomplish these goals; and
WHEREAS,bids for the first phase of the project which includes site work and utilities
installation were solicited and received; and
WHEREAS, Staff is evaluating the bids for compliance with the bid laws; and
WHEREAS, based on the evaluation of the bids, staff may need the flexibility, within
the bounds of the bidding laws and the approved budget, to re-bid the contract in time to meet the
grant and construction windows.
WHEREAS,the City Council must approve any public works contract over the amount
of$65,000.00; and
WHEREAS,the contract for this work is over that amount;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
Authorize the City Manager to award the bid and execute the contract, including
all change orders and other documents necessary for the completion of this phase of the
project, within the project budget for site work and utilities installation for the Port
Townsend Water Treatment Facility, the lowest responsive, responsible bidder as
determined in accordance with State and City law.
