HomeMy WebLinkAbout15-021 Drinking Water State Revolving Fund Loan Acceptance Resolution 15-021 Page I of 1 RESOLUTION NO. 15-021 A RESOLUTION OF THE CITY COUNCI.L OF THE CITY OF PORT TOWNSEND, WASHINGTON, AUTHORIZING THE CITY MANAGER TO ACCEPT LOANS FROM THE WASHINGTON STATE DEPARTMENT OF HEALTH DRINKING WATER STATE REVOLVING FUND (DWSRF) TO FUND THE MANDATED LONG TERM 2 ENHANCED SURFACE WATER TREATMENT MEMBRANE FILTRATION FACILITY AND THE 5 MILLION GALLON RESERVOIR REPLACEMENT WHEREAS,the City is required to comply with the Long Term 2 Enhanced Surface Water Treatment Rule (LT2ESWTR) regulation for providing at least 2-log inactivation or removal of Cryptosporidium; and WHEREAS,the City has chosen a membrane filtration treatment facility to meet compliance with the LT2ESWTR; and WHEREAS, the LT2ESWTR membrane filtration facility's estimated total project cost is $17 Million; and WHEREAS,the LT2ESWTR membrane filtration facility project is in the final design stage with construction estimated to start in mid-2015 and to be complete in 2016; and WHEREAS,the City of Port Townsend desires to accept from the Washington State Department of Health, Drinking Water State Revolving Fund , (DWSRF) construction loan; and WHEREAS, a DWSRF loan is for$5,053,250 at a 1.0% fixed interest rate with a loan repayment period of 24 years or life of the membrane filtration treatment facility project, whichever is less; and WHEREAS, the total of the DWSRF loan of$5,053,250 is to cover a portion of the total project cost; WHEREAS, the City has also chosen to replace its 5 million gallon reservoir with a new 5 million gallon reservoir that meets current seismic standards; and WHEREAS,the 5 million gallon reservoir's estimated total project cost is $9 Million; and WHEREAS,the 5 million gallon reservoir project is in the final design stage with construction estimated to start in mid-2015 and to be complete in 2016; and WHEREAS, the City of Port Townsend desires to accept from the Washington State Department of Health, Drinking Water State Revolving Fund, (DWSRF) construction loan; and WHEREAS, a DWSRF loan is for$6,896,007 at a 1.5% fixed interest rate with a loan Resolution 15-021 Page 2 of 1 repayment period of 20 years or life of the 5 million gallon reservoir, whichever is less; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend that the City Manager is hereby authorized to accept the Washington State Department of Health Drinking Water State Revolving Fund (DWSRF) Construction Loans.
