RESOLUTION NO. 15-015
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH FCS GROUP FOR A WATER
SYSTEM WHOLESALE RATE ANALYSIS
WHEREAS, the City has an on-going lease with the Port Townsend Paper Company for the
use of the Olympic Gravity Water System("OGWS")transmission main,which expires in 2020; and
WHEREAS, as part of its due diligence in determining the true costs of operating and
maintaining the OGWS, it is important to analyze actual costs and benefits to both the Mill and
the City's water system; and
WHEREAS, Staff recommends entering into an agreement with FCS Groups to perform
this analysis;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is authorized to negotiate and execute a contract with FCS
Group for preparation of a wholesale rate analysis, in an amount not to exceed $24,710 plus
applicable sales tax.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 2nd day of March, 2015.
