RESOLUTION NO. 15-014
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO SIGN DOCUMENTS
WITH THE WASHINGTON STATE DEPARTMENT OF ENTERPRISE SERVICES
FOR ROOF REPAIR AT MOUNTAIN VIEW
RECITALS:
A. The City Council adopted Resolution 14-027 on June 9, 2014. This Resolution authorized
the City Manager to execute a contract amendment with the Department of Enterprise
Services (DES) that would allow for the Facility Energy Improvements Project to move
forward. However, that authorization was specifically contingent on Council approving a
supplemental budget; and,
B. The City Council also adopted Resolution 14-059 on November 3, 2014, providing for a
line of credit as interim financing for repairs and improvements at Mountain View; and,
C. The Citizens of the City approved, at a February 10, 2015 special election, the authority
for the City to issue voter-approved bonds to finance the rest of the repairs and
improvements. The City's financial advisors recommend waiting until May or June of
2015 to sell the bonds; and,
D. In order to meet a weather construction window and to be in compliance with the DES
contract that requires completion by June 30, 2015, staff recommends that the roof repairs
be done this spring or summer. Since there is adequate funding available through the line
of credit, staff recommends that the roof repairs only be authorized before the bonds are
sold and a supplemental budget is presented to Council.
E. The roof repairs under the DES contract include new roof insulation, repair of water-
damaged soffits, seismic retrofit strapping and bracing of the roof plywood, and removal
and disposal of hazardous materials.
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. The City Manager is authorized to execute and implement a contract amendment or
change order with the Department of Enterprise Services that allows only the roof repairs
to move forward.

2. All other provisions of Resolution 14-027 remain in full effect.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 2nd day of March, 2015.
