HomeMy WebLinkAbout14-060 Howard Street Corridor Economic Feasibility Study Resolution 14-060 RESOLUTION NO. 14-060 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH E.D. HOVEE & COMPANY, LLC FOR PREPARATION OF AN ECONOMIC FEASIBILITY STUDY FOR THE HOWARD STREET CORRIDOR WHEREAS,the Howard Street Extension Project from Sims Way to Discovery Road is on the City Council 3-Year Strategic Plan for both its economic development and traffic management benefits and it has been a high priority on the City's Transportation Improvement Program (TIP) for several years; and WHEREAS, On September 18, 2014, the City was awarded a Community Economic Revitalization Board ("CERB") Planning Grant to conduct an economic feasibility study on the Howard Street Corridor; and, WHEREAS,the results of this study will be used by the City to complete the economic feasibility study and then re-apply to CERB for a Prospective Development grant/loan. Our Prospective Development application would focus on funding construction of stormwater facilities for the corridor; and, WHEREAS, after a competitive selection process, City staff recommends entering into an agreement with E.D. Hovee & Company, LLC to perform the study. NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend, that the City Manager is authorized to negotiate and execute a contract with E.D. Hovee & Company, LLC for preparation of an economic feasibility study for the Howard Street Corridor in an amount not to exceed $65,000, consisting of$48,750 of CERB Grant funds and $16,250 of City funds.
