HomeMy WebLinkAbout082614 PARKS, RECREATION AND TREE ADVISORY BOARD MEETING MINUTES Date: August 26, 2014 Time: 4:30 p.m. Location: City Hall, First Floor Conference Room Members Present: Rosemary Sikes, Chair; Debbie Jahnke; Ron Sikes; Jim Todd; Jason Cecil; Ed Robeau Members Absent: None Staff Present: City Manager David Timmons, Public Works Director Ken Clow, Deputy City Clerk Joshua Stecker Call to Order: 4:30 p.m. Changes to the Agenda: Discussion of the Jefferson County Public Utility District (PUD) tree trimming policy was moved to follow public comment. Debbie Jahnke requested adding a brief discussion about memorial benches to the PRT Board Comment agenda item. Approval of Minutes: July 22, 2014 minutes were approved unanimously. Public Comment: None PUD Tree Trimming Policy: Public Works Director Ken Clow reviewed the PUD's new tree trimming policy and gave examples of proposed areas where the policy may be implemented on a trial basis. City Manager David Timmons clarified that while Puget Sound Energy used to have a franchise that enabled it to perform maintenance, the PUD has no established procedure and a permit process must be developed to allow tree trimming activity in City limits. The board recommended requesting that the PUD establish Best Practice policy based on ANSI A300 standards. As a certified arborist, Jason Cecil offered to train PUD staff in proper procedure if needed. Dog Leash Ordinance: Mr. Timmons asked the board to consider ways to clarify the existing code and find specific areas to be designated as off-leash. Jim Todd, Ed Robeau, and Debbie Jahnke will form a subcommittee to address these issues and will meet at an open meeting at City Hall at a date to be determined. Mr. Timmons advised the board that City Attorney Steve Gross will draft an ordinance that will allow for the designation of off leash areas. Mr. Timmons will also consider the possibility of an interlocal agreement to support the off-leash area at the Jefferson County Fairgrounds. Work Plan Update: Sather Park work parties continue every Tuesday. The Non-Motorized Transportation Advisory Board will schedule a work party at Kah Tai park on the last Saturday in September. Camping Issues: Rosemary Sikes found an outdated camping brochure printed by the City. She will work with Peach Stebbins at City Administration to update the document. Board Comment: Jim Todd noted that Margaret Lee expressed concern about the new trail stub proposed at Kah Tai Park.
