HomeMy WebLinkAbout14-051 Banking Services Resolution 14-051 RESOLUTION NO. 14-051 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH KITSAP BANK FOR BANKING SERVICES WHEREAS, The Finance and Budget Committee of City Council directed staff to issue a request for information to local banks regarding the provision of banking services; and WHEREAS, after interviews conducted by the Committee at a regularly scheduled meeting on February 13, 2014, the banks were asked to submit proposals for banking services; and, WHEREAS, after review of the criteria contained in the Request for Proposals, the Finance Committee at its August 20, 2014 meeting voted to recommend to the City Council that the City enter into an agreement with Kitsap Bank for banking services; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: The City Manager is authorized to negotiate and enter into a banking services agreement with Kitsap Bank upon terms and conditions substantially the same as set forth in Exhibit A. ADOPTED by the City Council of the City of Port Townsend at a regular meeting thereof, held this 2nd day of September, 2014. MINIMUM QUALIFICATIONS To be considered for selection,financial institutions must meet at least the following minimum qualifications: 1. Location within the City Limits. The proposer must be a Federal or State of Washington chartered financial institution with a local branch within the city limits of Port Townsend. Kitsap Bank is chartered with the State of Washington and has legal authority to provide banking services. Kitsap Bank is regulated by both the FDIC and the State of Washington Division of Banks. We operate a full-service branch and a loan office within Port Townsend's city limits. Dominic has also been on the board of directors for the Jefferson County Chamber of Commerce(JCCC)since 2011,and was the 2013 President. EXHIBIT A: SCOPE OF SERVICES Banking Supplies:The financial institution will be required to provide a supply of coin rollers, locking bank bags, tamper proof plastic deposit bags, deposit slips, miscellaneous checks, and endorsement stamps for each location.The cost of such supplies shall be charged against the City's earning credits. In the course of setting up all of the accounts and services for the City, Kitsap Bank will work with City staff to purchase all necessary locking bank bags,endorsement stamps and deposit tickets. We will also purchase a case of 500 tamper proof plastic deposit bags,and will provide you with a variety of coin rollers. As part of implementation, Kitsap Bank will purchase the City's initial 2,000 checks. The City will be responsible for the cost of subsequent check orders. Trust and Escrow Agent Services:The City may require retainage accounts be maintained for contractors choosing to place retainage funds in an interest bearing account. Kitsap Bank offers retainage accounts. Retainage investment accounts are opened in compliance with escrow instructions. Retainage investment accounts are limited to MarketFund, PremiumFund, Savings accounts or Time Deposit Certificates(variable rate)in order to add funds if applicable. Overdraft Protection: Although the City will attempt to minimize daylight and overnight overdraft situations, it recognizes that there are times these situations will occur.
