AN ORDINANCE APPROPRIATING THE SUM OF $1,250 TO
THE CURRENT EXPENSE FUND, $5,947 TO THE LIBRARY
FUND, $20,650 TO THE HOTEL HOTEL TRANSIENT TAX
FUND, $5,050 TO THE KAH TAI PARK FUND, $60,000
TO THE WATER-SEWER FUND, AND $60,000 TO THE
EQUIPMENT RENTAL FUND, MAKING FINDINGS, AND
DECLARING AN EMERGENCY
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE 1987 BUDGET
FOR THE CITY, MAKES THE FOLLOWING FINDINGS'OF FACT:
A. Additional furniture and. equipment are needed at the Fire Hall for use by
the'Fire Department..
B. Use of a computer and software have been deemed necessary by the Library
Board for the staff and patrons to access the Western Library Network.
C. The Washington State Library has appropriated funds for the purchase of
computer equipment and sOftWare for Port Townsend from Library Services and
Construction' Act Grant funding.
D. AdditioNal funds are needed to complete construction of a conference center
and clubhouse at the Spring Valley Golf Course.
E. It i.s deemed necessary, to promote tourism through increased advertising in
The IndeX, a publication put out for the movie industry.
F. The finish work: on the Kah Tai Lagoon Park would need to be done in the spring
of' 1987 in. order.to'complete the project as approved by the Interagency Committee
for Outdoor Recreation.
G. The backhoe used by the Sewer Department became undependable even after repair
and needed to be replaced at once.
H. After appropriate call for~bids, it was determined that Smith Tractor could
supply a backhoe suitable for the needs of the city.
I. The foregoing emergencies were not reasonably foreseeable at the time of filing
of the city's preliminary budget, and requires expediture of money not provided for
in the annual budget for 1987.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION ASSEMBLED, DO
ORDAIN AS FOLLOWS:
Section 1. The sum of ONE THOUSAND TWO HUNDRED FIFTY DOLLARS ($1,250) is here
and hereby appropriated as a supplement to the 1987 budget for the City of Port
TownSend in the Current Expense Fund to purchase equipment and furniture for the
Fire Department(O10.O6.522.200.48.439) from revenue realized from the the sale
of surplus property (O10.369.9OO.O0).
Section 2. The sum of FIVE THOUSAND NINE HUNDRED FORTY SEVEN DOLLARS ($5,947)
is here and her.eby appropriated as a supplement to the 1987 budget of the City

of Port Townsend in the Library Fund for the purchase of computer equipment
and softwareas detailed in Exhibit "A" attached hereto as though fully set-
forth herein from a Washington State Library Grant.
Section 3. The sum of TWENTY THOUSAND SIX HUNDRED FIFTY DOLLARS ($20,650) is
here and hereby'appropriated as a supplement to the 1987 budget of the City of
Port Townsend in the Hotel/Motel Transient Tax Fund for additional construction
costs of the conference center at the Spring Valley Golf Course ($20,000 to
150.00.573.800.65.670) and additional advertising ($650.00 to 150.00.573.200.44.460)
from unappropriated Ending Fund Balance and additional tax revenue.
Section 4. The sum of FIVE THOUSAND FIFTY DOLLARS ($5,050) is here and hereby
appropriated as a supplement to the 1987 budget of the City of Port Townsend
in the Kah Tai Park Fund to complete construction of the lagoon park as detailed
in Exhibit "A" attached hereto as though fully setforth herein from cash on hand
and final reimbursement from the Interagency.Committee fOr Outdoor Recreation.
Section 5. The sum of SIXTY THOUSAND DOLLARS ($60,000) is here and hereby
appropriated as a supplement to the 1987 bUdget of the City of Port Townsend
in the Water-Sewer Fund to reimburse the Equipment Rental Fund for purchase of
a backhoe (411.16.501.351.66.654) from 'cash on hand at t.he end of 1986.
Section 6. The sum of SIXTY THOUSAND DOLLARS ($60,000) is here and hereby
appropriated as a supplement to the 1987 budget of the City of Port Townsend
in the Equipment Rental Fund to purchase a backhoe (500,17.548.380.64.619)
from'funds received as reimbursement from the Water-Sewer Fund.
Section 7. There is here and hereby found and declared to be an emergency
requiring the~aforegoing appropriatiOns'to the said 1987 budget of the City
of Port Townsend.
Section 8. This ordinance shall take effect upon its passage, approval, and
publication in the. form and manner provided by law.
Read for the first time May 5, 1987. .Read for the second and third times, passed
by the council and approved by the Mayor on May 19, 1987.
