RESOLUTION 14-038
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PORT TOWNSEND, WASHINGTON,AUTHORIZING PENINSULA TRAILS
COALITION (PTC) TO SUBMIT AN APPLICATION FOR GRANT FUNDING
ASSISTANCE FOR RECREATIONAL TRAILS PROGRAM FOR THE PORT
TOWNSEND TRAILHEAD (RCO#14-1835) TO THE RECREATION AND
CONSERVATION OFFICE AS PROVIDED IN THE SAFE ACCOUNTABLE FLEXIBLE
EFFICIENT TRANSPORTATION EQUITY ACT, TITLE 23 USC, SECTION 206,WAC
286 AND SUBSEQUENT LEGISLATIVE ACTION
WHEREAS, this Resolution authorizes Peninsula Trails Coalition(PTC)to submit an
application for$25,000 in grant funding assistance for a Recreational Trails Program project to
the Recreation and Conservation Office as provided in the Safe Accountable Flexible Efficient
Transportation Equity Act,Title 23 USC, Section 206,WAC 286 and subsequent Legislative
action; and
WHEREAS,under the provisions of the Recreational Trails Program(RTP)program
federal grant assistance is requested to aid in financing the cost of facility development; and
WHEREAS,the application is for a project to construct improvements within the Larry
Scott Memorial Trail (LSMT) (on property owned by the City of Port Townsend) at its
trailhead in Boat Haven. The LSMT is part of the Olympic Discovery Trail (ODT), a non-
motorized, multi-user, shared use path being constructed across the North Olympic Peninsula
from Puget Sound to the Pacific. The project area is located to the north of the existing
restrooms at the waterfront adjacent to the LSMT, the eastern terminus of the ODT. The
project will include locking fold-down bollards to replace the existing vehicle access gate,
removal of a fence section adjacent to the vehicle access gate to provide additional trail access,
an overhead arched entryway sign over the new entrance, landscaping, a kiosk (maps and trail
information) similar to those at other LSMT trailheads, mileage signs, and a"take one" map
box. All signs and structures will comply with PTC Standard No. 1-10.13, ODT Trailhead and
Sign Standards;" and
WHEREAS,the City Council considers it in the best public interest to complete the project
described in the application.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Port
Townsend that:
1. The Peninsula Trails Coalition (PTC) is authorized to make formal application to the
Recreation and Conservation Office for grant assistance;
2. Any grant assistance received will be used for direct costs associated with
implementation of the project referenced above;
3. The City hereby certifies that our matching share of project funding will be derived
from PTC donations of labor and/or cash and that the City is responsible for

supporting all non-cash commitments to this project should they not materialize.
4. The City acknowledges that the grant assistance, if approved, will be paid on a
reimbursement basis, meaning the applicant will only request payment from the
Recreation and Conservation Office after eligible and allowable costs have been
incurred and payment remitted to the applicant's vendors, and that the Recreation and
Conservation Office will hold retainage until the project is deemed complete.
5. The City acknowledges that any facility developed through grant assistance from the
Recreation and Conservation Funding Board must be reasonably maintained and
made available to the general public at reasonable hours and times of the year
according to the type of area or facility unless other restrictions have been agreed to
by the Recreation and Conservation Office Director or the Recreation and
Conservation Funding Board.
6. The City acknowledges that any facility developed with grant assistance from the
Recreation and Conservation Funding Board must be dedicated for public outdoor
recreation purposes, and be retained and maintained for such use for 25 years unless
otherwise provided and agreed to by the City and the Recreation and Conservation
Funding Board.
7. The City has read both the federal guidelines and state policies for the RTP program
and agrees to abide by those guidelines and policies, and as RTP grants are federal
funds, the City must comply with all applicable federal laws.
8. This resolution becomes part of a formal application to the Recreation and
Conservation Office for grant assistance; and
9. The City provided appropriate opportunity for public comment on this application.
ADOPTED by the City Council of the City of Port Townsend at a special meeting
thereof, held this 23rd day of June, 2014.
