ORDINANCE NO. 3110
AN ORDINANCE OF THE CITY OF PORT TOWNSEND ADOPTING 2014
SUPPLEMENTAL BUDGET APPROPRIATIONS CONCERNING UTILITY
FUNDS AND MAKING FINDINGS AND DECLARING AN EMERGENCY
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF
THE 2014 BUDGET, MAKES THE FOLLOWING FINDINGS:
WHEREAS, the City Manager of the City of Port Townsend, Washington completed and
filed a proposed supplemental budget for 2014 concerning utility funds on June 16, 2014; and
WHEREAS, the City Council reviewed the supplemental budget at meetings, including
June 16 and June 23, 2014, and held a public hearing on June 16, 2014; and
WHEREAS,the City Council finds it is in the best interest of the City to amend the 2014
Budget as provided in this Ordinance in order to provide for appropriations related to utility
funds, and declares an emergency in that these expenditures could not reasonably have been
foreseen at the time of the adoption of the 2014 budget;
NOW,THEREFORE, the City Council of the City of Port Townsend, Washington, does
ordain as follows:
Section 1. The supplemental budget for the City of Port Townsend, Washington, for
the fiscal year 2014, is hereby adopted as set forth in the document entitled"City of Port
Townsend Budget Mid-Year Budget Supplemental Summary," a copy of which has been and
now is on file with the office of the City Clerk, and by this reference is hereby incorporated
herein as set forth. The budget supplemental summary concerning utility funds is attached as
Exhibit A, making revenue and expenditure revisions.
Section 2. This Ordinance is one of three supplemental budget ordinances being
considered at the same meeting. The three ordinances are (1) Ordinance 3108 - cost recovery,
(2) Ordinance 3109 - general government capital improvement fund projects (Mountain View),
and (3) Ordinance 3110 - the utility fund. Should only one ordinance pass and not the other
two, or any two ordinances pass but not the third, then Exhibit A to the Ordinance that passes
(or Ordinances that pass) is changed to reflect the resulting action taken with respect to all
three ordinances (namely, Exhibit A is changed to remove the effect of the ordinance(s) did not
pass, and to show only the effect of the ordinance(s)that did pass).
Section 3. There is hereby found and declared to be an emergency requiring the
foregoing appropriations to the 2014 budget.
Section 4. This ordinance shall take effect upon its passage, approval, and
publication in the form and manner provided by law.
ADOPTED by the City Council of the City of Port Townsend, Washington, at a special
meeting thereof, held this 23rd day of June 2014.
