HomeMy WebLinkAbout14-028 Department of Commerce Energy Efficiency Grant for Mountain View Resolution 14-028 Page I of 2 RESOLUTION NO. 14-028 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF COMMERCE FOR THE 2012 ENERGY EFFICIENCY GRANT FOR MOUNTAIN VIEW RECITALS: A. A draft investment grade energy audit for the City was completed by Honeywell Building Solutions in 2012 through the Washington State's Energy Saving Performance Contracting Program for Mountain View(and other facilities). The result of this study was that the capital investment in energy savings would result in an average of a 12.6 year payback. One of the benefits of the state contract is that Honeywell guarantees that the energy savings will be realized. B. Along with this audit, the City applied for a Department of Commerce 2012 Energy Efficiency Grant in 2012. The three (3) criteria for award were based on dollar leverage, energy savings and how quick the project could start. The dollar leverage criterion was the highest weighted criteria. Based on the results of the energy audit and the financial commitment, the City was awarded a$500,000 grant to assist in completing the $2,262,066 in facility energy improvements currently identified in the audit. C. The DOC Energy Efficiency Grant has conditions which must be met prior to DOC signing the grant agreement, and are as follows: a) Executive Order 05-05 letter from DAHP regarding cultural and archeological resources (This work is underway); b) An approved Energy Service Proposal (ESP) (this has been approved by DES); c) Working Papers Survey(DOC uses this information to draft the contract); d) A long term lease with the Port Townsend School District; e) The City's signed Interagency Agreement with Department of Enterprise Services (DES); f) A Notice to Proceed (issued by DES to Honeywell on behalf of the City); g) A document to indicate that the City has liability insurance in place. D. The leases with the Port Townsend School District and the Agreement with DES have by separate Resolution been approved by the City Council. E. Two important timelines for the Department of Commerce Energy Efficiency Grant are funds must be obligated by June 30, 2014 in order for the City to not lose funding and the deadline for completion of the grant is June 30, 2015. Resolution 14-028 Page 2 of 2 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: 1. The City Manager is authorized to execute all documents necessary to obtain and meet the conditions of the Department of Commerce Energy Efficiency Grant through the Washington State's Energy Saving Performance Contracting Program for Mountain View improvements. 2. This Resolution is contingent on, and the City Manager shall not execute documents provided by this Resolution until, the City Council's approval of a supplemental budget that funds the Mountain View improvements and provides for financing of the local share of the grants for the project budget.
