HomeMy WebLinkAbout14-027 Authorizing signing documents with Department of Enterprise Services Energy Improvements at Mountain View Resolution 14-027 Page I of 2 RESOLUTION NO. 14-027 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, AUTHORIZING THE CITY MANAGER TO SIGN DOCUMENTS WITH THE WASHINGTON STATE DEPARTMENT OF ENTERPRISE SERVICES FOR FACILITY ENERGY IMPROVEMENTS AT MOUNTAIN VIEW RECITALS: A. The City has been leasing and operating the Mountain View Campus from the Port Townsend School District (PTSD) since 2010 when the police department moved into the main campus building. Over the past year, the City Manager has presented several scenarios for a longer term, continued lease of the campus. Without this space, the City would need to find an alternative site for the police department. B. In 2012, through an Agreement that the City signed with the State of Washington Department of Enterprise Services, Honeywell Building Solutions (an Energy Services Contractor—ESCO- under the state program) performed an Investment Grade Energy Audit of City buildings, including the Mountain View Campus, and prepared a summary report. The report concluded that capital investment in building energy improvements resulted in an average 12.6 year payback. Honeywell guarantees that the energy savings will be realized upon completion of the improvements. C. The execution of the Department of Enterprise Services agreements are required to be in place prior to the Department of Commerce being able to execute the 2012 Energy Efficiency Grant contract with the City in connection with Mountain View improvements. Per the Department of Commerce, the state funding for the DOC grant needs to be obligated by June 30, 2014. Also an important timeline for the DES executed agreement is there are a few energy measures which are weather dependent and would need to be constructed this summer in order to make the Department of Commerce and Department of Ecology's grant deadline of June 30, 2015. D. In parallel with this audit, the City applied for and received grants in the amount of $500,000 from the Department of Commerce and $300,000 from the Department of Ecology to help fund the capital cost of the Facility Energy Improvements. The DOC grant applies to the scope of work in the Energy Services Proposal audit. The DOE grant is under the clean diesel program and cannot apply to the city share of the base cost of the energy services proposal. Therefore, the City worked with Honeywell to evaluate and incorporate additional energy savings projects. These will be incorporated by addendum once the contract with DES is signed. Attached to this agenda bill is a spreadsheet showing the full energy services project scope and total project costs, including the addendums. E. As presented at the June 2, 2014 Council meeting, the City is also applying on behalf of the Jefferson County Food Bank and Working Image for funding for their share of the Resolution 14-027 Page 2 of 2 energy improvements through a Community Development Block Grant, whose focus is on serving low income households. The City also has a pending commitment from Bonneville Power for $180,000 in subsidies. Should any of these, or other, funding sources come through, the City share of the project cost is reduced. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: 1. The City Manager is authorized to execute and implement the following: a) Execute the contract amendment with the Department of Enterprise Services that allows the Facility Energy Improvements Project to move forward. b) Sign the funding approval forms with DES for design and construction services c) Implement change order number one that adds Mountain View roof and other small energy savings project. d) Implement the energy projects in 2014 and 2015 as provided by the contract amendment with Department of Enterprise Services. 2. This Resolution is contingent on, and the City Manager shall not execute documents provided by this Resolution until,the City Council's approval of a supplemental budget that funds the Mountain View improvements and provides for financing of the local share of the grants for the project budget.
