RESOLUTION 14-019
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PORT TOWNSEND, WASHINGTON, AUTHORIZING THE CITY MANAGER TO
SIGN CONTRACT AMENDMENTS WITH HDR ENGINEERING FOR THE DESIGN
OF CRITICAL DRINKING WATER FACILITIES,INCLUDING OFF-SITE UTILITIES
AND ROAD IMPROVEMENTS,THE 5 MILLION GALLON RESERVOIR AND THE
30% DESIGN OF THE WATER TREATMENT FACILITY
WHEREAS, the City is under an Agreed Notice of Correction with the Department of
Health to install a water filtration facility by October 2016; and
WHEREAS,the City seeks to replace its aging 5 million gallon reservoir with a new
reservoir built to current seismic codes; and
WHEREAS, extension of sewer and power from off-site on 20th Street, as well as
widening and improvements to 20th Street are needed as part of the development of the water
treatment site; and
WHEREAS,the City has adopted a new water capital surcharge for the payment of loans
for the projects and is pursuing additional grant and loan funding; and
WHEREAS,the City selected HDR Engineering through a proposal and interview
process to provide engineering design services for the critical water projects through construction
and startup; and
WHEREAS, HDR Engineering has satisfactorily performed the work they have
completed to date on these projects; and
WHEREAS, staff has reviewed and negotiated the HDR Engineering contract
amendment scope and fee proposals which total approximately $800,000;
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Port
Townsend, to authorize the City Manager to sign the contract amendments with HDR
Engineering for the offsite utilities, the 5 million gallon reservoir and the 30% filtration
treatment facility design all as within the approved Capital Improvement Projects budget.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 5th day of May, 2014. f t,
