RESOLUTION 14-021
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PORT TOWNSEND, WASHINGTON,AUTHORIZING THE CITY MANAGER TO
SUBMIT AN APPLICATION TO THE UNITED STATES DEPARTMENT OF
AGRICULTURE (USDA) FOR A RURAL DEVELOPMENT GRANT AND LOW-
INTEREST LOAN TO FUND CRITICAL DRINKING WATER FACILITIES
WHEREAS, the City is under an Agreed Notice of Correction with the Department of
Health to install a water filtration facility by October 2016; and
WHEREAS, the City seeks to replace its aging 5 Million Gallon reservoir with a new,
reservoir built to current seismic codes; and
WHEREAS, the City is pursuing additional funding to be able to proceed with
construction; and
WHEREAS,the City is eligible to apply for a USDA grant/loan for the Water Treatment
Facility and the Reservoir and has been encouraged to apply under this program; and
WHEREAS, the repayment of the USDA Loan funding requires adequate revenue to
meet debt service;
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, to authorize the City Manager to submit a grant/loan application to the USDA for
water treatment facility and reservoir replacement. projects and to maintain adequate revenue
streams sufficient to provide funds to pay all system operating expenses and debt repayments
during the term of the loan.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 51h day of May, 2014.
