RESOLUTION NO. 14-022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, CONFIRMING AUTHORIZATION FOR THE MAYOR TO APPROVE
CITY MANAGER LEAVE AND OTHER REQUESTS,AND AMENDING CURRENT
PRACTICE TO PROVIDE FOR THE CITY COUNCIL TO APPROVE CITY
MANAGER CITY-RELATED OUT-OF-STATE TRAVEL REQUESTS
WHEREAS, since the City, in 1999, adopted the classification of noncharter code city
governed under the council - manager form of government according to Chapter 35A.13 RCW,
the Mayor has by practice approved leave requests, credit card usage, travel reimbursement and
other similar matters relating to the City Manager; and
WHEREAS, this practice is consistent with the City Manager's approval of similar
requests by City Department Heads, and Department Heads' approval of requests by employees
under their supervision; and
WHEREAS,the City Council determines it appropriate to adopt a Resolution that
confirms the practice for Mayor approval of City Manager requests, and providing for the City
Council to approve City-related out-of-state travel requests, as set forth in this Resolution.
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
A. The following matters relating to the City Manager are subject to the Mayor's approval:
1. Leave requests.
2. Credit card usage.
3. Travel reimbursement.
4. Leave conversion.
The approval should be documented in writing (or electronic means).
Nothing prevents the Mayor from referring any matter to the City Council for action.
B. All City-related out-of-state travel by the City Manager shall have prior authorization by
the City Council; provided, the Mayor may approve a City-related out-of-state travel
request if there is not sufficient time to obtain City Council pre-approval. In such
circumstance, the City Manager and/or Mayor shall promptly notify City Councilors by
email or similar means.

ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 5th day of May 2014.
