A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND, WASHINGTON, ESTABLISHING A GRIEVANCE
PROCEDURE FOR ALL CDBG GRANT APPLICATIONS SUBMITTED
NOW AND IN THE FUTURE, TO THE WASHINGTON, DEPARTMENT OF
COMMUNITY, TRADE AND ECONOMIC DEVELOPMENT ON BEHALF
OF THE CITY OF PORT TOWNSEND
WHEREAS, the Congress of the United States has passed Section 104(1) to Title I
of the Housing and Community Development Act stating that each unit of general local
government shall meet the following requirements as required by the State at Sec 91.115(e)
of this title to apply for State CDBG grant funding; and
WHEREAS, the City of Port Townsend has applied for Community Development
Block Grants and is required to comply with Title I of the Housing and Community
Development Act; and
WHEREAS, failure to establish a Grievance Procedure Policy may cause the City
of Port Townsend to lose eligibility for federal fund,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the following Grievance Procedure Policy is hereby adopted:
1. Submit complaints in writing to the City Manager at 250 Madison Street, Port
Townsend, WA 98368 for resolution. A record of the complaints and action
taken will be maintained. A decision by the designated official will be
rendered within 15 working days.
2. If the complaint cannot be resolved to your satisfaction by the designated
official, the complaint will be heard by the City Council and discussed at an
open, public meeting of City Council. A written decision will be made within
30 working days. The decision of Council is final.
3. A record of action taken on each complaint will be maintained as a part of the
record or minutes at each level of the grievance process.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this fifteenth day of October 2007. i ~---~.,
