RESOLUTION NO. 13-039
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON ENDORSING A COMMUNITY FORUM PROCESS FOR MOUNTAIN
VIEW COMMONS AS A 2014 FIRST QUARTER PRIORITY
RECITALS:
A. City Manager David Timmons and Public Services Director Rick Sepler have identified a
number of issues with the Mountain View Commons facility that the City leases from the
Port Townsend School District for a variety of public purposes. These issues include
1. A heating and ventilation system that is both unreliable and inefficient.
2. A failed roofing system on the classroom building
3. Several end-of-life building systems (failure anticipated within 5-10 years);
4. Anticipated costs for repair and maintenance that exceed the City's resources to fund
from current revenue.
B. On December 2, 2013, Public Services Director Rick Sepler presented the City Council
with a memo dated December 2, 2013 that outlined these issues, that the issues were
time-sensitive, and that"these challenges are significant enough to threaten delivery of
services from both community organizations (Food Bank, YMCA, Red Cross, KPTZ and
Working Image) and City Departments (Pool, Police, Library—until its relocation to the
Carnegie).
C. The City's lease with the School District is presently short-term, with a 2-year
cancellation provision in effect. For the City to address issues at Mountain View, the
City needs a long-term lease.
D. The City is the recipient of a Department of Commerce (DOC) Energy Grant for
$500,000 which is predicated on the City having an ownership interest in the facility,
which can be accomplished through a long-term lease.
E. During the recent Library Bond campaign, a frequent theme that was raised by a number
of community members was to "take care and use what we already have."This direction
is first to maximize usage of our community's existing facilities before considering
expansion or new construction, and supports consideration of rehabilitation and continued
use of Mountain View.
F. As recommended by the City Manager and the Public Services Director, given the time-
sensitive nature of the issues facing Mountain View, consideration of the continued use of
Mountain View by the broader community appears warranted at this time.
G. The City Manager and the Public Services Director outlined a process for a series of
meetings ("town forums") that would frame issues, identify approaches and attempt to
reach community input on a preferred approach.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. Priority—Mountain View Community Meetings. The City Council determines a need
for a process of community meetings to obtain significant community input on
potential future uses of Mountain View and ways to address identified issues at
Mountain View should be a priority for the first quarter of 2014.
2. Mountain View Community Meetings. The City Manager is directed to develop a
process and conduct public meetings in the first quarter of 2014 that provide the
opportunity for significant community input on potential future uses of Mountain
View and ways to address identified issues at Mountain View.
3. Coordination with other Jurisdictions and Mountain View Tenants. The public
meetings should include participation by County, School District, and Hospital
District representatives and staff as well as representatives of the non-profit
organizations that are located at Mountain View.
4. Reporting to City Council. The City Manager should keep the City Council updated
on planning efforts for and results from these community meetings.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this day of December 2013. e
