HomeMy WebLinkAbout13-037 Contract with Prothman for Recruitment Services Resolution 13-037 Prothman Recruitment Services Page 1 of 1 RESOLUTION 13-037 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON AUTHORIZING A CONTRACT WITH PROTHMAN FOR RECRUITMENT SERVICES RECITALS: A. During the next two years, several department directors and managers in the City organization will become eligible for retirement. The City Clerk currently manages the Human Resource function as part of several other duties and conducting a national recruitment is beyond the current resources in the Clerk's office. Because attracting and hiring high quality employees is in the best interest of the City, a Request for Proposal was issued for this service. Two proposals were received. These were reviewed by the Council Succession Planning Committee and the Committee's unanimous recommendation was to contract with Prothman for this service. B. At the October 21, 2013 meeting, the Council approved Resolution 13-028 authorizing a contract with Prothman for succession planning services consistent with Prothman's July 31 Proposal. This resolution provided that Prothman would not perform any recruitment services without separate City Council approval. C. The Council approved an expenditure of$20,000 in the 2014 Clerk/HR budget for recruitment services. Total cost of a recruitment is approximately $16,500 plus expenses. D. The Council has identified Finance/Administrative Services Director as a key position in the organization. Currently Financial services are being performed by a contractor, with that contract expected to last until early in 2014. With recruitment expected to take several weeks, the process should begin as soon as possible. NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Port Townsend as follows: 1. The City Manager is authorized to contract with Prothman for recruitment services for a Finance/Administrative Services Director with total costs not to exceed $20,000 ($16,500 plus expenses) subject to approval of the 2014 budget. 2. The contract would be based on Prothman's July 11, 2013 Proposal. ADOPTED by the City Council of the City of P Townsend at a regular meeting thereof, held this 25th day of November 2013.
