RESOLUTION NO. 13-035
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON TO AUTHORIZE THE CITY MANAGER TO AWARD AND
EXECUTE ALL CONTRACTS NECESSARY TO COMPLETE THE PILOT TESTING
FOR THE WATER FILTRATION METHOD OF WATER SYSTEM TREATMENT
WHEREAS,the Washington State Department of Health(DOH) notified the City of Port
Townsend on 23 August 2013 that following the annual watershed inspection that the City's
water system did not currently meet the criteria to remain unfiltered due to the lack of adequate
watershed control; and
WHEREAS, the City Council on 16 September 2013 voted to adopt filtration as the
method to address water system treatment requirements for Surface Water Treatment Rule and
Long Term 2 Enhanced Surface Water Treatment Rule compliance; and
WHEREAS, WAC 246-290-250 requires that treatment systems or devices shall be
piloted and designed to ensure finished water quality conforms to water quality standards
established in WAC 246-290-310; and
WHEREAS, Goals for the pilot study include: Determining the operational feasibility of
a selected technology; establishing full-scale water-treatment design criteria; development of
more refined cost estimates; providing hands-on operator training for water system personnel;
determining projected hydraulic impacts on the water system; selection of an appropriate
treatment technology; and determining waste disposal constraints; and
WHEREAS,pilot testing includes construction of a temporary shelter, plumbing and
electrical service; rental of up to four membrane filtration units for four months and continued
rental of one unit for an additional four months; operation of the units; and data evaluation and
reporting; and
WHEREAS, the City will be required to bid and execute contracts for the construction of
the shelter, rental of the four membrane filtration units and data evaluation and reporting; and
WHEREAS, funding for the pilot testing program is included in the 2014 Budget as part
of the LT2ESWTR Water Treatment Facility project budget;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:

Authorize the City Manager to: Sign all necessary lease agreements; call for and award
bids; execute contracts and other necessary documents; approve spending up to $500,000 for
conducting membrane filtration pilot testing subject to approval of the 2014 budget.
ADOPTED by the City Council of the City of Port Townsend at a special meeting
thereof, held this 25th day of November 2013.
