RESOLUTION NO. 13-034
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON TO ADOPT THE SURFACE WATER TREATMENT RULE (SWTR)
IMPLEMENTATION ACTION PLAN AND SUBMITTAL TO THE WASHINGTON
STATE DEPARTMENT OF HEALTH (DOH) AND AUTHORIZE THE CITY
MANAGER TO NEGOTIATE A BILATERAL COMPLIANCE AGREEMENT WITH
THE DOH
WHEREAS, the DOH notified the City of Port Townsend following the annual
watershed inspection that the City's water system did not currently meet the criteria to remain
unfiltered due to the lack of adequate watershed control; and
WHEREAS,the City Council voted unanimously to adopt filtration as the method to
address water system treatment requirements for Surface Water Treatment Rule and Long Term 2
Enhanced Surface Water Treatment Rule compliance; and
WHEREAS,the DOH and WAC 246-290-670(3) requires a written action plan be
submitted to the DOH within 90 days of notification for review and approval; and
WHEREAS, the City's Action Plan consists of the following elements: schedule and key
milestones for filtration implementation; projected filtration project budget and cash flow
timeline; Communications Plan; and proposed updates to the City's Water System Plan; and
WHEREAS,the submitted City Action Plan will be used by the DOH to create a
Bilateral Compliance Agreement with the City,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
The City Council of the City of Port Townsend hereby adopts the SWTR Implementation
Action Plan and authorizes the City Manager to submit the Action Plan to the WA DOH and to
negotiate a Bilateral Compliance Agreement with the Washington State Department of Health,
ADOPTED by the City Council of the City of Port Tow se d at a specia meeting
thereof, held this 25th day of November 2013.
