HomeMy WebLinkAbout13-028 Authorizing Contract with Prothman for Succession Planning Services Resolution 13-028 Succession Planning Page 1 of 2 RESOLUTION NO. 13-028 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON AUTHORIZING A CONTRACT WITH PROTHMAN FOR SUCCESSION PLANNING SERVICES, PROVIDED THAT PROTHMAN WOULD NOT INCUR ANY EXPENSES AND WOULD NOT PERFORM ANY RECRUITMENT SERVICES WITHOUT SEPARATE CITY COUNCIL APPROVAL RECITALS: A. This Resolution approves (1) the recommendation of the Council Succession Planning Committee to contract with Prothman for succession planning services, (2) provides that any contract with Prothman is contingent and Prothman would not incur any expenses and would not perform any recruitment services without separate City Council approval. B. During the next two years, several department directors and managers in the City organization will become eligible for retirement. The City Clerk currently manages the Human Resource function as part of several other duties and conducting a national recruitment is beyond the current resources in the Clerk's office. Because attracting and hiring high quality employees is in the best interests of the City, a Request for Proposals was issued for this service. Two proposals were received. These were reviewed by the Council Succession Planning Committee and the Committee's unanimous recommendation was to contract with Prothman for this service. C. The project scope includes assistance with general succession planning and consultant and staff time required to conduct a complete recruitment process. The total cost is approximately $16,500 per recruitment (plus expenses). D. Specific proposals to recruit with contract amounts would be brought back before Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: 1. The City Manager is authorized to contact with Prothman for succession planning services, provided that Prothman would not incur any expenses and would not perform any recruitment services without separate City Council approval. 2. Except as modified by this Resolution, the contract would be based on Prothrnan's July 11, 2013 Proposal.
