RESOLUTION NO. 07-023
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSED,
WASHINGTON, PROVIDING COMPOSITION, TERMS OF OFFICE AND PROCEDURAL
RULES FOR THE ALTERNATIVE ELECTRIC MANAGEMENT COMMITTEE
WHEREAS, the City Council adopted Resolution 07-009:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON RELATING TO ENERGY; DIRECTING FORMATION OF A CITIZENS'
COMMITTEE TO REVIEW AND RECOMMEND ACTIONS CONCERNING ALTERNATE
ELECTRIC ENERGY MANAGEMENT FOR THE CITY, INCLUDING, FORMATION OF A
MUNICIPAL ELECTRIC UTILITY; DIRECTING PRELIMINARY CONSULTANT
FEASIBILITY STUDY; AND, DIRECTING THE CITY MANAGER ON TIDAL ENERGY
ACTIONS AND FERC APPLICATION; and
WHEREAS, the City Council adopted Resolution 01-012 on March 19,2001,
establishing general rules governing citizen advisory boards,
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
Section 1. Establishment: The Alternative Electric Management /Energy Management
Committee was established on February 22, 2007 by Resolution 07-009. The Committee shall be
subject to the general provisions of Article 4 of City Council Rules of Procedure pertaining to General
Rules Applicable to Citizen Advisory Boards, Resolution 07-009 and any amendments thereto.
Section 2: Scope of Work and Task Description:
A. Review and update the recommendations and information in the 2000 Franchise Report,
and explore issues concerning alternate energy management. Specifically the committee
should provide a recommendation on whether the City should take further steps to form
an electric utility. The Committee should report back to Council at its earliest
convenience, but not later than 180 days after members are appointed and confirmed by
the Council.
B. The Committee may create task-oriented subgroups, as it may deem necessary or
expedient to expand public process and participation in a marmer similar to the city
council task group concept contained in the "City Council Rules of Procedures." Such
task groups may be formed to address the following issues:
Energy Management
Energy Conservation
Energy Independence for Municipal Facilities
Encouraging the use of renewable energy

C. Advisory to City Council - The Committee will act in an advisory capacity to the city
council, forwarding recommendations pertaining to energy use, management, and
alternatives.
Section 3: Term of Committee- Sunset Provision:
The Energy Management Committee shall meet for the duration necessary to implement the
Tasks outlined above. No sunset provision is established.
Section 4. Membership:
The Mayor, in consultation with the City Manager, shall recommend well-qualified individuals
to serve on a committee, for appointment by the Council. The committee shall consist of 14
members representing a broad range of interests in energy management as follows;

Section 5: Terms of office:
The term of office ofthe members shall be three years or until the committee has completed
tasks as outlined in Section 2. Committee members may be reappointed to a second three-year
term.
Section 6: Place of board within City or Council structure
The Committee shall report to the full Council at least semi-armually.
Section 7: Council member liaison:
Council shall appoint a liaison to the Committee.
Section 8. Staffing:
Planning Department shall staff the Energy Management Committee.

meeting thereof, held this ninth day of July 2007.
