GENERAL CONDITIONS
1. Contractors working on this project are required to have a Labor& Industries contractor's
registration number and a City business license. Failure to provide proof of this
documentation prior to work may result in job shut down while this is accomplished.
2. If temporary erosion and sediment control(TESC) measures are required, they shall be
installed on-site and inspected prior to beginning construction; call 385-2294. Measures shall
include installation of silt fencing and graveled construction entrance (see attached details).
Adjacent rights-of-way shall be kept free of dirt debris. Soils exposed during construction
shall be temporarily stabilized with mulching,plastic sheeting, etc. Soils shall be permanently
stabilized with seeding, plantings, sodding, etc. once construction is complete. Applicant is
responsible for protection of adjacent properties.
3. All elements of engineering including nailing, holdowns, sheathing, and alternate braced wall
panels (ABWP) require inspection prior to cover.
4. Owner or owner's agent shall review and oversee correction of any and all deficiencies noted
by required inspections.
5. Re-inspection is required after inspection report corrections are completed.
6. Final Inspections are required prior to occupancy; a Certificate of Occupancy is required for
a non-residential project.
7. All building permits expire if no progress has been made within six months, or if no
inspections are done by the Building Department within one year. Call for at least one
inspection per year to keep your building permit active.

Project Location and Legal Description: Commercial parcel located at 2101 Washington
Street, City of Port Townsend, and Jefferson County, Washington. All of that portion of
Tideland District No. 110, being tidelands of the First Class, contained within Lots 1-4 inclusive,
Block 28 L.B. Hastings 2nd Addition to Port Townsend, as per the plat there of, recorded in Vol.
1 of Plats, Page 29, records of Jefferson County WA; Excepting therefrom the Northwesterly 65
feet of Lots 2 and 4 Block 28. NW '/4 of Section 11, Township 30N, Range 1W, W. M. Jefferson
County, Washington.
Proposal: Re-roof the existing commercial building.

Findings & Conclusions
1. The proposal made by the applicant to undertake the repairs described above within the
shoreline of the City of Port Townsend and/or its associated wetlands is exempt from the
requirement of a substantial development permit. Specifically, the proposal constitutes:

2. Replacing the roof on the existing commercial building in the urban designation will not
materially interfere with the public use of public lands and waters or the private use of
adjacent private lands nor will it result in any material expansion or change in use beyond
that previously existing.
3. Normal maintenance and repair of legally established buildings is consistent with the
policies of the Shorelines Management Act(SMA) and the City's Shorelines Master
Program (SMP).

Conditions
1. All development shall be in substantial conformance with the development plans
submitted in the application for Shoreline Exemption. There shall be no further
expansions to or addition of any structures seaward of the existing permitted development
(i.e., within the allowed setback area) without prior review for conformance With the
Shoreline Master Program and any other applicable laws and ordinances.
2. This exemption does not excuse the proponent from complying with other local, state and
federal ordinances, regulations, or statutes applicable to the proposed development
including but not limited to the city's environmentally sensitive areas ordinance.
3. Pursuant to Section 3.401 of the SMP, this exemption shall automatically expire one year
from the date of issuance.
