Meeting Minutes
Non-Motorized Transportation Advisory Board
Thursday, September 12, 2013, 4:30 pm - 6:00 pm
City Hall, Conference Rm 41
L Meeting called to order at 4:30 pm by board chair, Scott Walker,
Members in attendance: Lys Burden, Sally Chapin, Tim Eaton, Pat Teal, Jolly Wahlstrom
and Dick Williams
Staff present: Dave Peterson,
Visitors: Sally Bigger, Jennifer Knight, Richard Dandridge and Brenda McMillan
II. Approval of Agenda —Agenda approved as amended by voice vote
III. Approval of Minutes —Minutes of the August meeting were distributed and approved by
voice vote after amendments.
IV. Business
1. Public Works Staff items:
a. Sheridan/Hospital Design Progress —The work on Sheridan Street begins on
Monday. Another project on Walker Street by Mountain View will start on October
2nd. The City must bring the roadway up to standard for an FHWA overlay project.
Ramps will be rebuilt, and water drainage has been designed to cross the street.
Cyclists and pedestrians can use the sidewalk during construction.
b. Trail Project—City crews are mowing trails as needed (as available) with a DR
mower. Jolly met with Tyler to plan. No dump trucks can access the site, so gravel
will be dumped at the end of Willamette. Two sizes of gravel (5 yards each of 1.5-
2-inch and 3/4-inch rock) are needed to 6113 to 4 low wet spots. Some discussion
ensued about renting equipment to help move this amount of gravel and needing a
6-inch culvert at the deepest hole. This project would straighten the route. The City
should open the cable across the r/w to allow access during the trail day. This
project may take a second work party to complete.
Other trail projects suggested were: on the Sherman r/w between Rosecranz and
Hancock(off Hastings), and at McClellan and 14'h (near Grant Street School).
c. Progress on Lost Linkages —no progress reported
2. Grant Street Trailwork—A meeting is scheduled soon with Rick Sepler and all
parties involved
3. Bike to School Day—The Recyclery is taking the lead as part of their "Step On It"
grant and campaign. Richard will follow up to make sure they will be participating in
the national program on October 9th
4. Map Project: Funding and Process —.Pete Sexton asked for donations while handing
out old maps and gave the $1,500 collected to Dave McCulloch.
5. DT Bike Racks —A second rack is to be installed near the Cotton Bldg.
6. Trail Highlight Article—Board members observed that many bicycle-worthy
destinations exist, and articles should include some themes on basic bicycle etiquette.
7. NMTAB Website—no additions have been made yet
8. QWC Trail Repairs —work on Willamette coming up on September 21 st
9. Member Appointments —Richard Dandridge should be approved next Wednesday
10. Trail Project List—reviewed above
11. Chestnut: P to Q—board encouraged to visit trail
12. Trail Project—covered in detail above
V. General Discussion:
- Richard reported that the school district will meet with community members on
September 25th, 6 —7 pm to discuss Grant Street School(it may be closed and torn down)
and wondered what that means for the City's SRTS grant
- Scott reminded everyone that the City/County will undergo a Comp Plan rewite in
2014, and each council member has a different chapter to review for health, environment
and Puget Sound issues.

Sims Way roundabouts
XI. Action Steps Needed
a. Still need to send electronic final draft Grant Street School Walking Audit Report document
to board members, school administrators and the City
b. Scott to complete final review of Grant Street School SRTS Report
c. Lys to promote next trail day
d. Richard to check on The Recyclery's plans for Walk/Bike to School Day in October
e. Scott to meet with Dave Timmons
f. Sally to edit Trail Highlights articles
g. Lys and Jolly to meet with David McCulloch about map project review
h. Draft letter to WashDOT still needed to be written about inappropriate roundabout signage
for bicycling,potential underpass development at Bishop Park and Kearney Street
intersection planning
