RESOLUTION 07-012
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PORT TOWNSEND, WASHINGTON, AMENDING RESOLUTION 01-013,
ESTABLISHING THE LIBRARY ADVISORY BOARD AS A CITIZENS ADVISORY
BOARD, TO REVISE THE NUMBER OF MEMBERS
WHEREAS, the City Council adopted Ordinance 2760 on March 19,2001, removing the
Library Board from the Port Townsend Municipal Code in order to allow its re-formation by
Council resolution, with the goal and intention being to give more flexibility to the Council to
assign tasks and provide direction to boards formed by the City Council; and
WHEREAS, the City Council adopted Resolution 01-013 on March 19, 2001,
establishing general rules governing the Library Advisory Board, including, setting the number
of the Board members at 5; and
WHEREAS, the Library Board has requested that the number of Board members be
increased up to 7 members to obtain a broader representation of viewpoints, and the Council
determines this is appropriate.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
Resolution 01-013, and Sections 1 through 6 of said Resolution, which are set forth below, is
hereby amended as set forth below (strike is deleted, and underline is added):
SECTION 1. FORMATION.
The Port Townsend Library Advisory Board is hereby established, subject to the general
provisions in Article 4 of City Council Rules of Procedure pertaining to General Rules
Applicable to Citizen Advisory Boards, and this Resolution, including any amendments thereto:
SECTION 2. SCOPE OF WORK AND TASK DESCRIPTION.
The powers and duties ofthe board shall be as follows:
A. Policy Advice. The board shall act as an advisory board to the city manager and/or
designee, and city council concerning the operations of the city of Port Townsend library.
B. Administrative Advice. The board may give advisory opinions to the city manager
concerning the following matters:
I. The supervision, care and custody of all property of the library;
2. The armual budget for the operation of the library during the ensuing year;
3. The appropriateness of buildings for library purposes;
4. The purchase of supplies and materials, equipment, and services for the library's
operation;
5. The hours of operation for the public use of the library; and

6. Performance measurements of the library operation.
C. Materials Selection Policy. The board shall develop a policy for the selection of books,
periodicals, maps, materials, and information services for the library's operation. The policy
adopted prior to the effective date of this ordinance shall continue until such time as the board
amends the policy or adopts a new or revised policy.
D. Legislative Actions. The board may make recommendations to the city council regarding
long-range plarming of facilities, funding-based proposals (for example, armexation to the
Jefferson County Library District), and other community-wide general policies which are
established by the city council's legislative actions.
E. Other Actions. The board shall engage in such other acts as may be requested by the city
manager or city council relating to the orderly and efficient management and operation of the
library.
SECTION 3. TERM OF BOARD - SUNSET PROVISION.
This board shall constitute a standing advisory board, subject to further city council resolution.
No sunset provision is established.
SECTION 4. MEMBERSHIP.
The board shall consist of five memilers. not less than five or more than seven members. All
members of the board shall be appointed by the city manager and shall not be subject to
confirmation by the city council.
SECTION 5. RESIDENCY OR OTHER SPECIAL MEMBER REQUIREMENTS.
All members of the board must be residents of the city of Port Townsend.
SECTION 6. TERMS OF OFFICE.
A. The terms of office shall be five years e)(eejlt that the initial Bflfleiatmeats shall be

B. No person shall be appointed to the board for more than two consecutive terms; provided,
that a person appointed to fill an unexpired term of less than two years is eligible to serve two
consecutive five-year terms; and provided further, that a person who is ineligible to serve for
having served two terms may again serve after two years have elapsed from the end of the
second term.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 7th day of May, 2007.
