RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND GRANTING FINAL PLAT APPROVAL TO LYNNESFIELD #3
PLANNED UNIT DEVELOPMENT
The City Council of the City of Port Townsend, Washington resolves as follows:
WHEREAS, Lloyd ("Joe") and Lynne Campbell have petitioned the City for final
approval of certain phases of the Lynnesfield Planned Unit Development (PUD), identified as
Lynnesfield #3 PUD (Phases E & F), located off Jackman Street to the south and west of the
Jefferson County Fairgrounds; and
WHEREAS, the original preliminary PUD application was submitted in April, 1994
(LUP9404-1O) and consisted of 100 residential units including 34 multi-family and 66 single-
family units constructed on approximately 10.6 acres of a 23 acres site, as well as passive and
active open spaces, public trails, a playfield and tot-lot; and
WHEREAS, the applicants and the City signed a Property Use and Development
Agreement (PUDA) for the Lynnesfield Planned Unit Development on April 30, 1996; and
WHEREAS, the applicant has twice amended the PUDA in a manner that has no
bearing on this final approval; and
WHEREAS, the applicant received two 3-year extensions to the original 5-year
preliminary PUD approval; and
WHEREAS, the Public Works Director has reviewed and approved the construction
plans for all required infrastructure and will accept a [mancial security for those improvements
not yet completed. Estimates for any remaining work will be reviewed by City staff to use as
a basis for determining the financial security amount. With such measures in place, the final
Plat and PUD request will be in compliance with the infrastructure improvements as required
in the PUD Agreement; and
WHEREAS, the Development Services Director has found that, with the exception of
some required landscaping, the final Plat and PUD request is in conformance with the PUD
Agreement and complies with applicable environmental mitigation measures. So long as an
appropriate financial security is similarly established for these remaining improvements, final
Plat and PUD approval for Lynnesfield #3 is consistent with Chapters 17.32 and 18.16 of the
PTMC; and
WHEREAS, the City Council has reviewed the proposal and concurs with staffs
recommendation.
NOW, THEREFORE, BE IT RESOLVED, the City Council hereby GRANTS
FINAL APPROVAL of the Lynnesfield #3 PUD (phases E & F) and directs staff to facilitate
recording of the plat with the County Auditor, subject to posting of the required financial
security for the remaining improvements.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this seventh day of May 2007.
